Is it easy for foreign-born children to apply for a permanent residence card in China?
Eligible foreigners (who have lived in China for five consecutive years and have lived in China for at least nine months each year) may apply for a permanent residence permit in China.
In order to meet the needs of the country's reform, opening up and modernization, in August 2004, China promulgated the Administrative Measures for the Examination and Approval of Foreigners' Permanent Residence in China, which adopted international practice for the first time and implemented the system of "Permanent Residence Permit", also known as "China Green Card".
Previously, foreigners had to renew their residence permits every year. After the implementation of the "China Green Card" system, the validity period of the "China Green Card" for foreigners aged 10 is 18 years. The Measures stipulate that foreigners can be granted permanent residence permits for foreign high-level talents working in relevant units in China, foreign investors with relatively high direct investment in China, people who have made significant and outstanding contributions to China or have special needs in the country, and family reunion personnel such as couples, minors who rely on their parents, and elderly people who rely on their relatives.
How do foreigners apply for "China Green Card"
1 If a qualified foreigner applies for permanent residence in China, he/she or the parents or clients of unmarried children under the age of 18 shall apply to the public security organ of the Municipal People's Government or the public security bureau or county bureau of the municipality directly under the Central Government where the main investment or permanent residence is located.
After accepting the application, the public security organ shall investigate and verify the applicant's situation according to the prescribed application conditions and report it to the Ministry of Public Security for approval. Foreigners who have been approved by the Ministry of Public Security to reside permanently in China shall be issued with a permanent residence permit by the Ministry of Public Security.
If the applicant is abroad, the Ministry of Public Security will issue a Confirmation Form for Foreigner's Permanent Residence. With this confirmation form, the applicant will apply for a D visa at Chinese embassies and consulates abroad, and receive the Permit for Foreigner's Permanent Residence from the public security organ that accepts his application within 30 days after entering the country.

The Alien's Permanent Residence Permit is a legal identity document for foreigners who have obtained permanent residence in China during their stay in China, and can be used independently. The validity period of a foreigner's permanent residence permit is divided into five years and 10 years, with five-year valid certificates issued to minors and 10 years valid certificates issued to adults. If the certificate is expired, lost, damaged or the relevant contents have changed, you can apply for renewal or replacement. If the public security organ does not lose the qualification of permanent residence after examination, it will renew or reissue the certificate according to the application conditions without re-examination.
