In order to ensure the smooth progress of Pinglu Canal Project (Hengzhou Section), according to the compensation and resettlement policy of land acquisition and demolition in our city, combined with the investigation of land use status, and according to the relevant provisions of Article 45 and Article 47 of the Land Management Law of the People's Republic of China, the contents and related matters of the compensation and resettlement plan for land acquisition of this project are hereby announced as follows:

I. Name of construction land project

Pinglu Canal Project (Hengzhou Section).

Second, the purpose of the collection

As Pinglu Canal Project (Hengzhou Section), it is used for transportation.

Nanxiang town, Xinfu Town, Hengzhou City.

Four, the village (group) and the land acquisition area, land status.

It is planned to levy Xinfu Community Neighborhood Committee, Pingtang Village Committee, Pidi Village Committee, Sanyang Village Committee and Tuanfu Village Committee in Xinfu Town, Hengzhou City; Nanxiang town Wuhe Village Committee and Tang Chen Village Committee are located in Xinfu Town and nanxiang town, Hengzhou City, with collective land of 127.2333 hectares. In addition, it also involves the recovery of state-owned land 170.6386 hectares managed and used by the people's government of Hengzhou City, accounting for 297.87 19 hectares (the specific scope and area shall be subject to the on-the-spot investigation by the land acquisition agency).

Five, land compensation fees, resettlement subsidies, young crops compensation fees and ground attachments compensation standards.

[2020] 12), in which nanxiang town implements the compensation standard of Hengzhou fourth area Area, and the comprehensive land price of expropriated land area is 38,200 yuan/mu; Xinfu Town is implemented according to the compensation standard of five districts in Hengzhou City, and the comprehensive land price of the expropriated land is 37 100 yuan/mu; If the expropriation of permanent basic farmland is involved, compensation shall be made according to 1. 1 times not lower than the comprehensive land price standard of agricultural land; Expropriation of collective construction land, according to not less than 0.4 times the comprehensive land price standard of agricultural land; Expropriation of collective unused land shall be compensated according to 0. 1 to 0.4 times of the comprehensive land price standard of agricultural land.

VI. Measures for Resettlement of Agricultural Personnel Involved in Land Requisition

Agricultural personnel involved in the expropriated land shall be resettled by paying resettlement subsidies and social security.

According to the Guiding Opinions of Land-expropriated Farmers in Guangxi Zhuang Autonomous Region to Participate in the Basic Old-age Insurance System (Guirenshefa [2016] No.46), the Implementation Rules of Land-expropriated Farmers in Guangxi Zhuang Autonomous Region (Guirenshefa [2017] No.23) and the relevant work of the Human Resources and Social Security Department of Guangxi Zhuang Autonomous Region on further improving the participation of land-expropriated farmers in the basic old-age insurance

The Pre-announcement of Land Expropriation by the People's Government of Hengzhou City (No.32 [2022] of Hengzhou City) issued on September 26th, 2022 makes it clear that the owners and users of a expropriated piece of land within the scope of four boundaries of a piece of land should go through the land expropriation compensation registration formalities before June 5438+10/0.2, 2022.

Nine, the owner of the expropriated land and other relevant rights holders fail to go through the registration procedures for land acquisition compensation as scheduled, and the compensation content shall be subject to the final investigation and registration results identified by the land acquisition implementation agency.

Where since the date of the pre-announcement of land requisition for the project, the attachments on the ground will not be compensated for registration.

10. If the land owners and land use rights holders within the expropriated land have different opinions on the contents of this scheme or need to apply for a hearing, please send them to Hengzhou Natural Resources Bureau in writing within 30 days from the date of announcement, taking the community neighborhood committee (village collective economic organization) or villagers' group as the unit. The application materials are received by Xinfu Town and nanxiang town Rural Construction Comprehensive Service Center. If it is not put forward within the time limit, it shall be deemed as a waiver of the right to hearing.
