Article 7 To apply for a seaman's certificate, a China seaman to be sent to a ship of foreign nationality shall meet one of the following conditions in addition to the conditions stipulated in Article 6: (1) Having been trained as a seaman for more than six months, or having graduated from a maritime college, technical secondary school or technical school; (2) Having the corresponding professional service qualification for more than three years.

Article 8 The seaman's certificate shall be applied by the unit where the seaman works or the dispatched unit to the issuing authority designated by People's Republic of China (PRC) and the State Bureau of Port Supervision, and the following procedures shall be fulfilled: (1) Fill in the application form for seaman's certificate and submit two recent two-inch bareheaded photos (glossy paper) of the seaman; (2) Submit valid exit certificates for seafarers who apply for seamen's certificates; (3) Submit the seaman's service book; (4) Submit the professional training certificate for seafarers issued by the training unit recognized by People's Republic of China (PRC) and the State Bureau of Port Supervision; China seafarers who are sent to work on foreign ships need to submit a seaman's employment contract or a copy of the employment contract when applying for a seaman's certificate.
