2. Second, we must adhere to the law, judge and grasp the long-term supply and demand trend, regional distribution and structural characteristics of water resources, scientifically determine the scale and overall layout of the project, properly handle the relationship between development and protection, utilization and restoration, and never exceed the bottom line of ecological security.

3. Third, put water conservation in the first place, take water conservation as the fundamental way out of the water receiving area, do a good job in water conservation for a long time, and optimize the urban spatial layout, industrial structure and population size according to the carrying capacity of water resources.

4. Fourth, we should adhere to economic rationality, coordinate project investment and benefits, strengthen the comparison and demonstration of multiple schemes, and minimize the number of land-expropriated immigrants.

5. Fifth, strengthen the protection of ecological environment, adhere to the comprehensive protection and systematic management of mountains, rivers, fields, lakes, grass and sand, strengthen the water source protection of the Yangtze River, the Yellow River and other major rivers, increase the intensity of ecological protection, strengthen the protection of water resources along the South-to-North Water Transfer Project, and continue to do a good job in pollution prevention and ecological environment protection along the water conveyance line and the water receiving area.

6. Sixth, speed up the construction of national water network. During the "Fourteenth Five-Year Plan" period, we should aim at comprehensively improving the water security guarantee capacity, focus on optimizing the water resources allocation system and improving the river basin flood control and disaster reduction system, coordinate the stock and increment, strengthen interconnection, accelerate the construction of the main skeleton and artery of the national water network, and provide strong water security guarantee for building a socialist modern country in an all-round way.
