Decision of Yunnan Provincial People's Government on Amending Some Rules and Normative Documents

First, the following regulations and normative documents obviously do not meet the requirements of socialist market economy and social development.

1, Provisions of the People's Government of Yunnan Province on the Distance Range Around the Places of Assembly, Parade and Demonstration Without Approval (Yun [1990]166), Article 1, Paragraph 1, Kunming, Xishuangbanna, Simao, Dehong, Baoshan, Zhaotong Airport, Kunming Railway Station and Kunming North Station.

2. The Interim Provisions on Joint Prevention of Public Security in Yunnan Province (No.Yunfazheng [1992] 138) was deleted.

3. Paragraph 2 of Article 11 of the Measures for the Administration of Bulk Cement in Yunnan Province (Yunnan Provincial Government DecreeNo. 1 1). Yunnan Provincial People's Government 6 1) deleted.

4. Paragraph 1 of Article 6 of the Provisions on Preferential Treatment for Disabled Persons in Yunnan Province (Yunnan Provincial Government Decree No.6). 5. Article 12 of the Measures of Yunnan Province for Promoting Self-employment of Retired Soldiers in Cities and Towns (Yun [2003]107) is amended as: "Retired soldiers in cities and towns who start new agricultural enterprises by self-employment shall enjoy the preferential policies stipulated by the state and this province." In Article 17 of the Detailed Rules for the Implementation of Public Security Management of Hotel Industry in Yunnan Province (Yun [1992] 19), "handling according to the procedures stipulated in Article 39 of the Regulations of the People's Republic of China on Administrative Penalties for Public Security" is amended as "Article 100 of the Regulations of the People's Republic of China on Administrative Penalties for Public Security". The "Interim Provisions on State Secret Technology Export Examination" in Article 58 is amended as "Provisions on State Secret Technology Export Examination".

27. The Fire Protection Regulations of People's Republic of China (PRC) and its implementing rules in Item (3) of Article 3 of the Detailed Rules for the Implementation of Public Security Management in Yunnan Hotel Industry (Yun [1992] 19No.) are amended as the Fire Protection Law of People's Republic of China (PRC).

28. The Measures for the Supervision and Administration of Building Fire Protection in Yunnan Province (Yun [1992] No.47) Article 1, Detailed Rules for the Implementation of People's Republic of China (PRC) Fire Protection Regulations, is amended as relevant laws and regulations on fire protection; Articles 3 and 36 of the Detailed Rules for the Implementation of People's Republic of China (PRC) Fire Protection Regulations are amended as People's Republic of China (PRC) Fire Protection Law.

29. The provisions of the Yunnan Provincial People's Government on the procedures for formulating rules ("Yunnan Provincial People's Government 1" in Article 23 of DecreeNo.) are amended as "Regulations on the Record of Rules".

30. Amend the Regulations on Administrative Reconsideration (Yunnan Provincial Government DecreeNo. 102) in Article 15 of the Regulations on the Administration of Administrative Fees Licensing in Yunnan Province to the People's Republic of China (PRC) Administrative Reconsideration Law.

3 1. Article 23 of the Regulations on Environmental Protection of Yangzonghai Tourism Resort in Yunnan Province stipulates that the People's Government of Yunnan Province 14) is amended as the Administrative Reconsideration Law of People's Republic of China (PRC).

32, the "Regulations on the Administration of Religious Affairs in Yunnan Province" (Yunnan Provincial People's Government Decree No.53) in the second paragraph of Article 15 of the "Regulations on the Administration of Religious Activities" is amended as "Regulations on Religious Affairs"; The Measures for the Registration of Places for Religious Activities were revised to the Measures for the Examination and Approval of the Establishment of Places for Religious Activities.

33. The Interim Regulations on Safety Supervision of Boilers and Pressure Vessels in the second paragraph of Article 3 of the Measures for the Administration of Gas in Yunnan Province (Decree No.56 of the Yunnan Provincial People's Government) is amended as the Regulations on Safety Supervision of Special Equipment.

34, the "Regulations on Administrative Compensation in Yunnan Province" (Yunnan Provincial People's Government Decree No.72) in the second paragraph of Article 14 of the "Article 13 of the State Compensation Law" is amended as "Article 14 of the State Compensation Law".

35, "Regulations on Earthquake Monitoring Facilities and Environmental Protection for Earthquake Observation" in Article 13 of the Regulations on Earthquake Prevention and Disaster Reduction in Key Earthquake Monitoring and Prevention Areas of Yunnan Province (DecreeNo. 13 of Yunnan Provincial People's Government). 1 10) is amended as the Regulations on the Administration of Earthquake Monitoring.

36. The Interim Provisions on Administrative Awards in Yunnan Province (DecreeNo. Yunnan Provincial People's Government11) is amended as "relevant laws and regulations on the administration of civil servants"; Article 28 of the Provisional Regulations on State Civil Servants in Item 1 of Article 7 is amended as Article 49 of the Civil Servant Law of People's Republic of China (PRC); Article 3 of the Interim Provisions on National Civil Servant Awards is amended as Article 5 of the Provisions on Civil Servant Awards (for Trial Implementation).

37. The "Regulations on the Administration of Civil Explosives" in Item (2) of Article 33 of the Basic Conditions for Safe Production of Small Coal Mines in Yunnan Province (Trial) (Yun [2003] No.9) is amended as "Regulations on the Safety Administration of Civil Explosives".
