Protection Measures of Houguo Site of Han Dynasty in Nanchang, Jiangxi Province

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) Municipality on the Protection of Cultural Relics and the Regulations for the Implementation of the Law of People's Republic of China (PRC) Municipality on the Protection of Cultural Relics in order to strengthen the protection of the site of Houguo in the Han Dynasty and inherit the excellent historical and cultural heritage of the Chinese nation. "Regulations on the Protection of Cultural Relics in Jiangxi Province" and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall be applicable to the protection, management, planning, construction, research and utilization of Nanchang Haiyue Houguo Site (hereinafter referred to as Haiyue Houguo Site).

The measures referred to in Haifaint Houguo Site refers to the historical and cultural remains and natural landscapes directly adjacent to the Haifaint Houguo Site within the administrative area of Nanchang New District, as well as the Zijincheng Site and Tiehe Ancient Tomb, which have been announced as national key cultural relics protection units in the State Council. Article 3 The protection of the site of Faithful Sea Houguo shall follow the principle of "protection first, rescue first, rational utilization and strengthening management", ensure the authenticity and integrity of the site of Faithful Sea Houguo, and keep the surrounding environment in harmony with the site of Faithful Sea Houguo. Article 4 The people's government of the province shall strengthen the unified leadership over the protection and utilization of sites in Houhai, establish a coordination mechanism, and study and solve major problems in the protection and utilization of sites in Houhai. The people's governments of Nanchang City and Xinjian District are responsible for the protection and management of Houguo Site.

The Township People's Government where the site is located shall do a good job in the protection of the site.

Villagers' committees and residents' committees at the location of the site of the Houguo site of the sea sickness shall assist in the protection of the site of the Houguo site of the sea sickness. The fifth provincial people's government department in charge of culture and tourism is responsible for the guidance, supervision and management of the protection and utilization of Houguo site. The competent departments of culture and tourism of the people's governments of Nanchang City and Xinjian District shall supervise and manage the protection and utilization of Houguo Site.

The development and reform, public security, finance, natural resources, ecological environment, housing and urban and rural construction (urban management), transportation, agriculture and rural areas, water conservancy, forestry, market supervision and management departments of the people's government at or above the county level where the site is located shall do a good job in the protection of the site within their respective functions and duties. Article 6 The provincial people's government shall set up an institution for the protection and management of the Houguo site (hereinafter referred to as the institution for the protection and management of the site), which shall be specifically responsible for the protection and management of the Houguo site and perform the following duties:

(1) Organizing the implementation of the protection plan for Houguo site;

(two) responsible for daily management, establish and improve the relevant management system;

(three) to put forward opinions on the planning and construction projects involving Houguo site;

(four) support and coordinate the archaeological work of Houguo site;

(5) Organizing academic research and exchanges;

(six) responsible for organizing the implementation of the construction and management of Nanchang National Examination Ancient Ruins Park (hereinafter referred to as Ruins Park);

(seven) other work related to the protection, management and utilization of Houguo site. Article 7 The Nanchang Municipal People's Government and the People's Government of the newly-built district shall include the funds for the protection and management of Houguo Site in the fiscal budget at the corresponding level, which shall be used to guarantee the expenses of relocation of immigrants, rescue of cultural relics, protection of cultural relics, construction of safety facilities and construction of national archaeological sites park, and strengthen financial and auditing supervision according to law to ensure earmarking. Article 8 Units and individuals are encouraged to participate in the protection of the site of Houguo in the Sea of Sleeping and the collection of cultural relics through donations, the establishment of funds and voluntary services. Chapter II Protection and Management Article 9 The four boundaries of the site of the Houguo of the Sea Faint are: east to the east bank of Tiehe River, south to the south bank of Ant River, west to the west bank of Ant River, and north to the north bank of Ant River on the north side of Qingshan Mountain. When the scope of the four areas is adjusted according to law due to archaeological discoveries and other reasons, the adjusted protection plan of the site of Houguo in the sea faint shall prevail. Article 10 The objects to be protected at the site of Houguo, which is in a state of fainting at sea, include:

(1) Elements of Zijincheng site: including inner (small) city wall, outer (large) city wall, city gate, city river (ditch), rammed earth foundation site, suspected wharf, road and underground remains and remains that have not been excavated;

(2) Tomb in the south of Zijin City with Sujiashan tomb as the main body;

(3) Dudun Haiyunhou Cemetery in Han Dynasty;

(4) Tombs in the west of Zijin City;

(5) Haifa Tehouguo Site is located in Gangdi Group in the west of Poyang Lake, surrounding farmland and its water system;

(6) Other historical and cultural heritages that need to be protected. Article 11 Houguo Site in Haiyue County shall be protected at different levels according to the scope of protection, construction control zone and environmental control zone determined by the site protection plan published according to law.

The institution for the protection and management of the ruins of Houguo in the sea faint shall set up markers and boundary markers in the protection scope, construction control zone and environmental control zone of the ruins of Houguo in the sea faint, and announce them to the public, and the people's government of Xinjian District of Nanchang City shall give assistance. Twelfth the following acts are prohibited within the scope of protection of the site of Haifaint Houguo:

(a) the construction of projects unrelated to the protection and utilization of Houguo site;

(2) Digging ditches and ponds, destroying forests and reclaiming land, digging pits and taking soil, digging wells and planting trees, digging roots and leveling mounds, etc. It changed the environment, landform and stratum of Houguo site.

(three) the depth of the existing cultivated land disturbed by farming and other deep-ploughed land is more than 40 cm;

(4) Dumping, piling up garbage and discharging sewage in violation of regulations;

(5) Delineating, smearing or otherwise intentionally damaging cultural relics;

(six) unauthorized movement, destruction of the scope of protection boundary signs or cultural relics protection facilities;

(seven) fireworks, picnics, burning sacrifices, leaves, weeds, garbage and other acts;

(eight) other acts that damage the protection of the site as stipulated by laws and regulations.
