The Three Gorges reservoir area has flooded 129 towns, including two medium-sized cities such as Wanzhou and Fuling, and more than a dozen small cities, which will generate11300,000 people. Immigration is the biggest difficulty of the Three Gorges Project, and 45% of the total investment is used for resettlement.

Chongqing Wanzhou Immigrant Development Zone (Wanzhou District) is located in the east of Chongqing and belongs to the second largest region in Chongqing. It is located at the junction of the middle and upper reaches of the Yangtze River and the center of the Three Gorges reservoir area. It covers an area of 24,000 square kilometers and has a population of 7.38 million. 955 industrial and mining enterprises need to be relocated. The whole area flooded 250,000 mu of farmland and gardens, directly flooded the houses of 570,000 people, and eventually 800,000 people will be relocated. It is the largest immigrant development zone in the world.

Resettlement is mainly through development immigrants such as staying in place, moving nearby and moving out with their families, and carrying out large-scale infrastructure construction and industrial construction to improve people's living standards. The state of hollowing out the whole industry and slow economic growth in the reservoir area needs to be solved urgently.
