The people's governments at or above the county level shall be responsible for the management of spatial planning and undertake the daily coordination and management of spatial planning.
Departments in charge of development and reform, housing and urban construction, land and resources, environmental protection, forestry, water conservancy, agriculture and animal husbandry, transportation, health, earthquake and other departments of the people's governments at or above the county level shall do a good job in the specific implementation of spatial planning in accordance with their duties. Fifth people's governments at or above the county level shall include the funds needed for spatial planning in the fiscal budget at the corresponding level. Chapter II Planning and Formulation Article 6 Spatial planning includes autonomous region-level spatial planning and city-county spatial planning, in which the spatial planning scope of a city divided into districts is the municipal district.

Fifteenth city and county spatial planning and other spatial planning should be based on the spatial planning of the autonomous region, and shall not violate the "three zones and three lines" and control requirements determined by the spatial planning of the autonomous region. Chapter III Implementation of Planning Article 16 People's governments at all levels shall strictly implement spatial planning and may not change the spatial layout and control requirements determined in the spatial planning. Seventeenth autonomous region people's government should establish ecological protection compensation system and differential assessment mechanism, taking into account the interests of all parties, and promoting the coordinated development of regional and urban and rural areas. Eighteenth the implementation of spatial planning should coordinate the spatial layout across regions, and promote the protection and governance of ecological environment, the interconnection of infrastructure, the coordinated planning and construction of urban dense areas and the balanced allocation of public service facilities. Nineteenth preparation and revision of other spatial planning, the organization shall solicit the opinions of the institutions responsible for the management of spatial planning at the same level.
After the spatial planning of the autonomous region and the spatial planning of cities and counties are approved and promulgated, other spatial planning shall be revised according to the spatial planning at the same level. Twentieth major development and construction projects, the layout, project approval and implementation, should meet the control requirements of spatial planning. Before making a decision on project approval, the project examination and approval authority shall conduct a compliance review according to the spatial planning. Twenty-first autonomous regions should establish a unified and hierarchical spatial planning information management platform in the whole region to digitally monitor and evaluate the implementation of spatial planning. Chapter IV Revision of Planning Article 22 People's governments at or above the county level shall regularly organize the evaluation of the implementation of spatial planning, and solicit public opinions through argumentation meetings, hearings or other forms. Twenty-third in any of the following circumstances, you can modify the spatial planning:
(a) the development strategy and layout of the country or the autonomous region have undergone major adjustments;
(two) the adjustment of administrative divisions really needs to be revised;
(three) major construction projects approved by the state need to be revised;
(four) it is really necessary to modify the assessment.
If the revision involves the adjustment of "three districts and three lines", it shall demonstrate the necessity, rationality and feasibility of the adjustment plan.
