Legal analysis: The relocation of poverty alleviation in different places is the abbreviation of the relocation project of poverty alleviation immigrants, which is organized and implemented by poverty alleviation offices at all levels. "Ex situ poverty alleviation and relocation" is the abbreviation of ex situ poverty alleviation and relocation project, which is organized and implemented by development and reform commissions at all levels. "Relocation of poverty alleviation in different places" is mainly invested by the central government, supported by local governments, and jointly implemented by the state and the province. Subsidies are targeted at poor households in areas with poor living conditions or fragile ecological environment. Before 2009, the overall relocation and sporadic relocation were combined. The support standard is: 1 1,000 yuan for each relocation and 5,000 yuan for each household, which is the so-called "1 plus 5" subsidy policy. Centralized relocation began in 2009, and sporadic relocation was no longer arranged. The national key poverty alleviation counties will arrange two villages in the province every year.
