Why did Blade Runner 2049 kill an officer?

In 1982' s blade runner, Terry Company created replicators for dangerous businesses, interstellar migration, etc. Replicators have certain feelings, so they set a life span of four years, and some replicators refused. Several replicators who ran back to earth are going to recruit Terry's boss to be reborn. As a result, they could not be reborn and ended their lives in loss.

The film does not elaborate on the manufacturing technology of the clone, nor does it explain how humans make the clone obey orders unconditionally. Maybe it's based on psychological cues? Or is it a program transplanted into cloning human genes?

But in short, at the beginning of the story, we knew that this mechanism of "unconditional obedience" was broken 30 years ago.
