According to the preliminary design report of the Three Gorges Project, from the construction preparation (1993) to the first diversion period in the fifth year (1997), the water level in front of the 20-year flood dam is 78.2 meters; From the sixth year (1998) to the tenth year (2002), the flood level in the first 20 years of the dam was 82.28 meters; To 1 1 year (2003), the water level in front of the dam 135 meters, the first batch of units generate electricity; When it reached 14 (2006), the reservoir began to operate at the initial water level of 156 meters; By AD 17 (2009), all the hub projects were completed. Reservoir inundation treatment and resettlement, involving a wide range, many immigrants, many projects and long duration, is a complex systematic project, many of which are large-scale capital construction projects. It is necessary to carry out survey, planning and design at all stages in accordance with capital construction procedures to avoid major deviations or mistakes. In order to make the resettlement work scientific and orderly, the Regulations on Resettlement for the Construction of the Three Gorges Project stipulates: "To build the Three Gorges Project, a resettlement plan must be formulated. The Yangtze River Water Conservancy Committee of the Ministry of Water Resources shall, jointly with the people's governments of Hubei Province and Sichuan Province and the people's governments of the cities and counties where the Three Gorges reservoir area is located, formulate an outline of resettlement planning in accordance with the relevant provisions of the state, and prepare county (city) resettlement plans respectively according to the outline of the plan. The Outline of Resettlement Planning was organized by the Office of the the State Council Three Gorges Project Construction Committee and approved for implementation. " 1June, 994 18, Zou Jiahua, Vice Premier of the State Council and Deputy Director of the the State Council Three Gorges Project Construction Committee, presided over a meeting to study the Three Gorges Project construction and resettlement issues. The meeting held that "in accordance with the principle of unified leadership by the central government, responsibility by provinces and county-oriented, it is now necessary to clarify the responsibilities of the two provinces and implement a hierarchical responsibility system." The meeting decided that "the Three Gorges resettlement work will be carried out in different provinces from now on. All the expenses have been used. Under the premise of not breaking through the lump sum funds, the immigration planning of each county is approved by each province. " The Standing Committee shall cooperate with the local government to do a good job in the resettlement planning of the reservoir area. The planning outline is the quantification and concretization of the relevant provisions of the Three Gorges Project Construction Immigration Regulations. On the premise of calculating the total investment of reservoir resettlement compensation, the local government can make some adjustments according to local conditions.

Since the resettlement has entered the implementation stage, in order to meet the needs of resettlement in the Three Gorges reservoir area, on the basis of the feasibility study report and the investigation of physical indicators of reservoir inundation in the preliminary design stage, the resettlement planning of counties (cities, districts) is directly carried out and completed by stages. According to the Outline of Reservoir Flooding Treatment and Resettlement Planning for the Three Gorges Project of the Yangtze River (Trial) approved by the the State Council Three Gorges Project Construction Committee Office in June 1993 (hereinafter referred to as the "Trial Outline"), the Standing Committee and Hubei Province carried out resettlement planning for Yichang County, Zigui County, Xingshan County and Badong County, and cooperated with Sichuan in June 1993.

In view of the "Regulations on the Construction of the Three Gorges Project" has been officially promulgated and implemented, the Central Financial and Economic Leading Group has specially studied the resettlement of the Three Gorges Project. The third meeting of the the State Council Three Gorges Project Construction Committee and the1February 1993 Three Gorges Project Immigration Work Conference put forward more specific requirements for immigration work. On June 1994, the State Council held a special meeting, demanding that the resettlement work of the Three Gorges Project be carried out from. In addition, the pilot work of resettlement in the Three Gorges Project has been comprehensively summarized, and the preliminary planning of reservoir inundation treatment and resettlement in four counties of Hubei Province has also accumulated experience. The conditions for formally formulating the Outline of Reservoir Flooding Treatment and Resettlement Planning in the Three Gorges Project of the Yangtze River have been met. Accordingly, the Standing Committee made a serious supplement and revision to the pilot program, and put forward the Outline of Reservoir Flooding Treatment and Resettlement Planning for the Three Gorges Project of the Yangtze River as a guiding document for planning.

The main tasks of reservoir inundation treatment and resettlement planning are as follows: according to the inundation treatment standard stipulated in this outline and the submerged physical index 199 1992 surveyed in June, and according to the principle that investment and quota planning are in place at one time, the rural resettlement planning, urban (town) relocation planning, industrial and mining enterprise reconstruction, relocation compensation investment accounting and reconstruction planning of various professional projects are completed. In order to maintain the continuity and integrity of the planning work, the system of provincial overall responsibility, investment contract and quota plan is implemented. Geological mapping, basic data and comprehensive planning of the reservoir area will continue to be completed by the Standing Committee in conjunction with relevant departments; The reconstruction planning of professional projects across provinces and municipalities directly under the Central Government shall be completed by the relevant competent departments in conjunction with the two provinces with the assistance of the Standing Committee; Provincial and county planning is mainly based on local governments, and the Standing Committee participates in the completion.
