1. Dear Mr. Mayor of Li Xu,

This open letter is not specially addressed to you. You can understand it as writing to Weifang Municipal People's Government and Weicheng District People's Government and Xiguan Sub-district Office. You can also understand that it is addressed to the people's government of Shandong Province to which you belong, or even to the person in charge at a higher level.

I don't know you, and I have never had anything to do with you, just like the president and I are alumni, but the relationship is just like you and me, but it has nothing to do with each other. The only connection or relationship between me and you is that my parents and the people in the village live in your administrative district. Legally speaking, you are the representative-agent elected by my parents and villagers to serve them. Therefore, I am writing this letter to you, asking you to understand and solve the dispute over the demolition of Beisanli Village, Xiguan Sub-district Office, Weicheng District, Weifang City. But please note that I and the villagers who entrusted me are not begging you, but asking you to serve their rights with the power given to you by the voters.

I have no intention or ability to be the chairman of the agricultural movement or the leader of the workers' movement. Joining the rights movement is a very noble cause. Many of my classmates and friends are doing it silently but persistently; I have failed, but this does not affect my understanding of this job and my respect for the people who are engaged in this job. What I need to tell you is that under your rule, in the early morning of 20 10, 1 17, my house was bulldozed and immediately emptied, with no furniture, clothes and food. My books from junior high school to college were scattered all over the floor.

5 5. 10 On the night of June 8, 0, a bloody conflict occurred in Beisanli Village, Xiguan Sub-district Office, Weicheng District, Weifang City. Three villagers were chopped by unidentified people and are still in hospital. Two people were seriously injured and the case has not been broken so far; 10 12 night, in the same place, police cars opened the way, twips rode everywhere, bulldozers roared, the crowd was isolated, and the scene was forcibly cleared-inexplicably, there were even firecrackers, and a certain regiment was celebrating the victory.

6. I must thank you very much for your great restraint and self-discipline since March 26th, 20th10, which ensured my parents' personal safety until the early morning of June 1 17. Compared with the doctor who lost his family in Fudan University not long ago, I am lucky.

If all this is done by unidentified people, then you are responsible for guarding the land and your subordinates are responsible for the investigation; If nothing happens, or cold treatment, then I will be disappointed in you personally; If this is normal under your rule, what is the difference between Weifang's public security and living environment and the bandit area?

What needs to be added is that up to now, my family and I haven't seen the demolition agreement, the notice of forced demolition, the developer, any written documents, any written announcement with a seal higher than the village level, and we don't know who is leading the so-called reconstruction of the village in the city, whether to move in the same place or in another place in the future, and when to move. It is reported that the accounts here are as chaotic as hundreds of millions of yuan.

10. If it is necessary to verify the above events, it is necessary to find out the truth. I think, based on the common sense of ordinary people, you have more convenient conditions and greater advantages than me.

1 1. I'm not against development, I welcome development; I am not against urbanization, I welcome urbanization; I don't object to demolition, I welcome demolition. The premise is to ensure better development, more reasonable urbanization and fairer demolition. Why do villagers have opinions and are unwilling to demolish? I think, as a host, you should know better than me. If there is no guarantee after the demolition, if there is no reliance after the demolition, and if there are no after-care measures after the demolition, then naturally it is unwilling to disagree with the demolition. So far, neither I nor the villagers have seen the so-called developers, nor have they seen the qualifications of the so-called developers. The villagers and I did not discuss and vote on any demolition matters through democratic procedures. The villagers and I have never even seen the relevant accounts and relevant basis, and we don't even know the opposing sides of demolition and resettlement. Personal documents were officially sealed, but there was nothing.

12. I heard the news of the demolition site on the phone. I think it is necessary for me to publish it and let everyone know. The person in charge of demolition and clearing said-"Although the land is demolished, 560 people will die, it doesn't matter! Opposing the government will come to no good end! When Hu and Wen come, we have to rely on us. "

13. Bulldozers can't push out politics, harmonious society and real urbanization. On the contrary, they may launch disharmony, instability, petitioning, bloodshed, confrontation between the government and the people, and distrust the government, especially grassroots workers. As individuals, the voices of ordinary people are insignificant and easily filtered or even blocked, but once the seeds of opposition and hatred take root, they will spread rapidly. We don't want to see a city full of high-rise buildings, but there are millions of villagers who have no feet, no cones and no tiles-they have no social security, no pension, they are not citizens, but just farmers without land. Who's doing it, who's doing it, what's there to say?

15. I witnessed the villagers petitioning several times and kept fighting for 7 months. I also witnessed and heard about the inaction of the government and the neutrality of the police system in the face of forced demolition. I am thinking that if the demolition is fair, no villagers will take this way to protect their rights. Of course, it does not rule out that in the administrative sequence led by you, there may be unruly, stubborn and sinners in the eyes of grassroots officials, but if you shed so many tears and the injured people are in front of you, what thanks should you have? Put yourself in the other's shoes. I'm afraid only grievances can explain everything, and grievances will speak out. I don't have to say a word, keep myself sane, hide in the small building, and have no worries about food and clothing. The house at home is more emotional than material to me, and I can still support my parents without it. But as an intellectual, as long as one person in the whole world is not free, he is not free. I am not a bystander or an outsider.

16. What do you think of the villagers who petitioned, who suffered injustice, no recourse, no land, no house and no support, and promised to move into a new house next year without any guarantee and a black and white contract? However, I am sure that some grass-roots officials and employees in the administrative sequence led by you will celebrate each other. The deafening firecrackers accompanied by the tears of bulldozers and villagers are enough to illustrate this point. The villagers chose to petition, choose litigation and choose legal channels, which represents the trust in our country, government and law. This is also where I can comfort myself as a legal learner and worker. But if these means are exhausted, and the expected fair and reasonable purpose cannot be achieved because of various human factors, then only permanent workers will have perseverance, and those who have no house, no land, no money, no food, no dignity and no happiness will probably have to stay in the car. Of course, this is what no one wants to see.

17. At present, you can't solve the domestic problems, but you can properly handle the problems in your jurisdiction. Unrestricted public power runs rampant in the demolition, creating countless human tragedies.

18. There is an old saying in China that public schools practice well. I want to convey to you a concept of "one centimeter sovereignty" under the rule of law. Two years before the fall of the Berlin Wall, a wall guard named Henrich in East Germany shot and killed Chris, a young man who climbed the Berlin Wall and wanted to escape to West Germany. In his trial after the fall of the Berlin Wall, his lawyer argued that he was only the one who carried out the orders and basically had no right to choose, so he was not guilty. The judge pointed out: "As a policeman, it is guilty of not carrying out orders from superiors, but not guilty of inaccuracy. As a rational person, at this moment, you have the sovereign right to raise the muzzle one centimeter, which is your conscience obligation. In this world, in addition to the law, there is also a' conscience'. When law conflicts with conscience, conscience is the highest principle of action, not law. Respect for life is a universal norm. "

19. The history of China began in the Song Dynasty. For thousands of years, the land was owned by 800 owners, owned by the people and owned by guests, but it was not rich for three generations and poor for a hundred years. Today's helpless villagers are angry and depressed, and will not be at the bottom of society forever; Some people who can decide today may not have the same scenery tomorrow. Therefore, the meaning of a harmonious society lies in resolving social hostility and realizing intergenerational political stability. Instead of saying, "Even if I die, even if the flood is terrible."

Mr. Jiang Ping, a respected legal person, can only yell at the current legal environment; However, the villagers who were forcibly removed can't even shout, and their voices are too easily blocked and filtered, but I hope you can hear my voice, the voice of the bulldozer, because it is consistent with the tank in structure and principle.

After ten years of study tour and living in Weifang for 20 years, I should have priority over you in evaluating the bureaucracy here-I will make it public in the form of an open letter after registered letters and express mail, which will help you understand and pay attention to this matter, and it can also be regarded as Weifang people's maintenance and contribution to the image of their hometown.

I have personally studied the law for nearly ten years, hoping and constantly calling for non-violent ways to resolve social hostility, promote the development of gradual democracy in the country, implement the concept of the rule of law, and be cautiously optimistic about the future of the country. However, your actions are just the opposite of my efforts and expectations. I even wonder if Weifang under your rule is going to commemorate the Revolution of 1911 by creating it. If so, the host is tantamount to self-destruction and should be tried in the name of treason.

27. In a sense, I am lucky. Tsinghua chose me. I can choose to go abroad, immigrate, vote with my feet, use materials, get a high salary, or go with the flow. However, I will never give up my family, house and rights. We will not and will not compromise before justice. Unless things between me and the villagers are properly settled, it will never be like nothing happened. The fallen house was like a short umbilical cord, which cut off my sense of belonging to Weifang. I was born and raised in Sri Lanka, but I can't stand it. Whose fault is this?

28. I hope to see constructive opinions and suggestions, handle related incidents with a sincere attitude and the spirit of consultation, and achieve responsibility implementation, fault investigation and damage compensation.

Although I am an atheist, I believe in karma. Karma is bad, and you never lie. It's just a matter of time. Scholars can't drive bulldozers and run wild with knives, but they can write history, which is enough.
