New rural construction has begun and this type of housing will be demolished. Why are farmers generally unwilling?

I don’t know since when, there seems to be an equal sign between the demolition households and the nouveau riche. The word "demolish" on a house has almost become a new way to show off wealth. As long as it is demolition, compensation for demolition money or compensation for demolished houses, it is enough to make a family undergo earth-shaking changes and achieve the so-called "get rich overnight".

With the continuous advancement of urbanization, demolition is also taking place in rural areas. At present, although the monetary resettlement policy is gradually being cancelled, and old buildings are being replaced by shanty town buildings, the demolition of rural areas is still accelerating under the wave of new rural construction.

In 2019, relevant departments issued the "Notice of the General Office of the Ministry of Housing and Urban-Rural Development on Carrying out Pilot Work on Rural Housing Construction." The "Notice" clearly states that my country's rural housing will implement major changes and has begun to implement them. This is a long-term policy that will be gradually improved and implemented in rural areas of our country. Of course, the construction and renovation of housing is not mandatory and needs to be carried out in accordance with the wishes of the villagers. The rural housing with poor living conditions should be renovated through unified planning to achieve the purpose of beautifying the countryside.

According to the plan, it is expected that by 2022, rural housing "demonstrations" will be established in many counties, cities, and districts across the country for reference. In addition, it is necessary to find out and solve the problems existing in the construction of "style" rural housing to lay a good foundation for the large-scale construction of new rural housing in the future. It is expected that by 2035, the construction of new rural housing will be fully realized, unified management of rural housing will be realized, the rural living environment will be improved, and the appearance of the countryside will be improved.

With the advancement of new rural construction, in addition to the large-scale demolition of general illegally built houses, there is also a type of housing that is also facing demolition, and that is "hollow houses." The so-called hollow houses actually refer to old houses in rural areas that are uninhabited and in disrepair. These houses not only occupy a large amount of land, but also pose great safety risks. Therefore, in order to release land resources and implement new rural construction, this type of housing is facing demolition.

Judging from the current progress, many places have begun to investigate and deal with it. For example, many villages such as Xinzhuang Village, Datong Town, Changting County, and Cheliao Village, Shatian Town have started pilot projects. Among them, when Xinzhuang Village was listed as a provincial-level rural revitalization pilot village, 83 hollow houses were demolished in one day, and half of the old houses in the village were demolished. The demolished part will be used to develop rural tourism.

In Cheliao Village, the situation of hollow houses is even more serious, and the speed of demolition is even more alarming. Hollow-core houses in Cheliao Village are very common. Once they are demolished, a large area is formed. A hollow-core house containing more than 30 households and covering an area of ??more than 8,000 square meters was demolished in one fell swoop. The demolished part will be used for the reclamation of the old village.

The purpose of demolishing hollow houses is mainly to support the construction of new rural areas and allow farmers to live a better life. But what is unexpected is that when these old and uninhabited houses were demolished, they did not receive full support from the people. Many farmers were unwilling to do so from the bottom of their hearts. Why is this?

Taking Xinzhuang Village as an example, many villagers said that if they had a choice, they would still be unwilling to demolish these old houses. After investigation, it was found that the reason why the villagers were unwilling to demolish their houses was that the subsidies were insufficient. Although demolition can lead to instant wealth in cities, it is far from the same in rural areas. At present, the maximum subsidy for hollow house investigation and treatment is about 300 yuan per square meter, while the subsidy in some areas is only 40 yuan per square meter. The subsidies are not high, so the villagers are naturally reluctant to demolish the houses. As the party secretary of Xinzhuang Village said: "The villagers are not happy with the small subsidies, so they can only do more ideological work."

In fact, in addition to subsidies, many farmer friends are concerned about such an issue: when empty space After the atrium is demolished, who will have the right to control the land resources? According to regulations, after the hollow houses are demolished, the land ownership remains unchanged and remains owned by the village collective. This can be divided into the following two situations:

1. With paid withdrawal, the hollow houses are owned by the collective and farmers receive subsidies;

2. If it is a paid land reclamation, farmers will receive a certain amount of subsidies, and the homestead will be owned by themselves, retaining the nature of collective infrastructure land.

In fact, with the demolition of hollow houses, the living environment will be improved, and it will also bring new development opportunities and broaden the sources of income for farmers. In the end, the real beneficiaries will still be the villagers. To a certain extent, it can be seen as a long-term additional subsidy, and everyone should understand and support it.

Do you support the demolition of hollow houses in rural areas?
