What does Handan coal mean?

In the 1970s, the state established the Handan Coal Construction Headquarters in Handan (now China Coal No.1 Construction) to build the Hanxing base.

Hanxing Base is a comprehensive base of steel, coal, chemicals, machinery and building materials with Handan as the center, which was approved by the State Council and the Central Military Commission in the 1970s.
