The difference between a proposal and a bill is as follows:
1. The two have different meanings.
"Proposal" refers to the original proposal submitted by statutory organs and statutory personnel to the People's Congress or the Standing Committee of the People's Congress at the same level in accordance with legal procedures, and requires the People's Congress to discuss and make a decision.
"Proposals" are written opinions and suggestions submitted to the plenary session or the Standing Committee by units or individual members participating in the CPPCC, reviewed and filed by the Proposal Committee, and handed over to the relevant units for processing. It can be seen that "bill" is generally used in the National People's Congress, while "proposal" is exclusively used in the People's Political Consultative Conference.
2. The subject scope is different.
During the session of the People's Congress, there are five entities that propose motions: the Presidium of the Congress; the Standing Committee; the special committees; the people's government at the same level; and more than 10 deputies to the local people's congresses at or above the county level, jointly signed by more than 10 people. Or more than 5 people's congress representatives of townships, ethnic townships, and towns can jointly sign.
There are five main bodies of CPPCC proposals: individual members, joint members, political parties, people's organizations, and CPPCC special committees.
3. Content requirements are different.
The content of bills submitted to the People's Congress or the Standing Committee of the People's Congress must fall within the scope of authority of the People's Congress or the Standing Committee of the People's Congress at the same level.
The scope of proposals submitted to the CPPCC is relatively broad, mainly focusing on major national policies, major issues related to the united front, important local affairs, and issues of general concern to the people.
4. The effectiveness of filing cases is different.
A bill can only become a bill if it is approved by the Presidium of the Congress or the People’s Congress.
Proposals can become proposals as long as they are approved by the CPPCC Proposal Committee and comply with the "Regulations on Proposal Work of the CPPCC".
5. The time limit for submission is different.
To propose motions to the People's Congress, each proposer can only propose them during the period when the People's Congress is in session; to propose motions to the Standing Committee of the National People's Congress, they can only propose them when it is not in session.
There is no time limit for the subject who submits proposals to the CPPCC. It can be submitted during meetings or between sessions, and can be submitted anytime and anywhere throughout the year.
6. The legal binding force is different.
Once the bill is reviewed and approved by the People's Congress, it becomes legally binding.
CPPCC proposals are not legally binding.

The contents of representatives’ motions must be within the scope of the powers of the people’s congress at the same level and must comply with the legal provisions on the powers of the people’s congresses at all levels. regulations.
The contents falling within the scope of the National People’s Congress deputies’ motions mainly include the following four points:
1. Major issues discovered during the implementation of normative documents;
2. Major issues in the implementation of the resolutions and decisions of the people's congress at the same level and its standing committee;

4. Major matters of general concern to the people.
