Grassland ecosystem is the largest terrestrial ecosystem in China. It is not only the production base of animal husbandry, but also an important ecological barrier. Inner Mongolia grassland has more than 860,000 square kilometers of grassland, which is the largest natural pasture and animal husbandry production base in China. It is the place where countless nomadic people live in history, and it is also an important ecological barrier in northern China. However, for more than a century, due to various reasons, the grassland with abundant water plants in the past disappeared and was replaced by long yellow sand. Especially since 1999, the severe sandstorms that frequently hit Beijing and even China have brought the degradation and desertification of Inner Mongolia grassland into public view with great momentum, which has aroused widespread concern of the international community. Since the late 1970s, our government has been actively involved in environmental protection. Since the 1990s, the central and local governments have attached great importance to the ecological environment construction in the western region, formulated a series of policies and measures, and implemented a series of ecological construction projects, such as the sandstorm source control project in Beijing and Tianjin, the project of returning grazing to grassland, the project of forbidding grazing, the project of returning farmland to forests, the natural forest protection project (aerial seeding afforestation, closing hillsides to facilitate afforestation), the "Three North" shelter forest construction project, and the ecological immigration policy. However, 20 years have passed, and when we look back on our efforts in the past 20 years, we find that, although the environmental policy is more powerful, there are more and more ecological construction projects, the investment in environmental protection is increasing, and people's awareness of environmental protection is getting stronger and stronger, on the whole, the situation of grassland ecological deterioration has not slowed down, but has an increasing trend. Who should bear the responsibility for the deterioration of grassland ecology: is it the destruction of grassland by goats gnawing grass roots and bark, or is it the insatiable overload of herders? There is another person, why are all efforts aimed at protecting grassland ecology and reversing grassland deterioration ineffective? Based on a desert grassland community on the northern edge of Mu Us sandy land in Inner Mongolia Autonomous Region, this paper comprehensively uses the method of * * * and diachronic form survey to discuss the changes of actions taken by herders as actors under the influence of market economy, political rights and ideology since 1980s, and these changes.
