What are the procedures for applying for a passport for the first time when immigrating to Hong Kong?

Persons who meet the following conditions are eligible to apply for HKSAR passports:

Is a citizen of China;

Become a permanent resident of the Hong Kong Special Administrative Region; and

Hold a valid Hong Kong permanent identity card.

In addition, if the person concerned is a permanent resident of the Hong Kong Special Administrative Region but does not hold a Hong Kong permanent identity card, he/she must apply for a Hong Kong permanent identity card before applying for a HKSAR passport. When parents or legal guardians apply for passports for children under the age of 1 1 for the first time, they should also submit the child's application for Hong Kong permanent identity card.

Apply for Hong Kong Identity Card

Chinese citizen

A person is regarded as a China citizen if he is a Hong Kong resident and meets the following conditions:

(a) originally from China, and was born in Hongkong or other parts of China; or

(2) Meet the nationality requirements of China stipulated in the Nationality Law of the People's Republic of China.

However, if the person concerned has declared that he has changed his nationality and is no longer a China citizen, he is not eligible to apply for a HKSAR passport.

Permanent residents of the Hong Kong Special Administrative Region

A person who meets the following conditions is a permanent resident of the Hong Kong Special Administrative Region:

(1) China citizens born in Hong Kong before or after the establishment of the Hong Kong Special Administrative Region;

(2) China citizens who have ordinarily resided in Hong Kong for seven consecutive years or more before or after the establishment of the Hong Kong Special Administrative Region;

(3) A China child born outside Hong Kong before or after the establishment of the Hong Kong Special Administrative Region, and at the time of the birth of the child, the China citizen is a person who meets the requirements in item (1) or (2) above.
