How does Shaanxi solve the employment problem of poor labor force?

The reporter learned from the press conference held in June 10 in Shaanxi Province that since the beginning of this year, the Shaanxi Provincial Department of Human Resources and Social Security has focused on the employment of poor laborers who cannot leave home, and has developed jobs on the spot to help them achieve employment and increase their income nearby.

It is reported that there are currently 460,000 poor laborers in Shaanxi Province who are unemployed. Among them, most people can't leave home because of family diseases, taking care of the elderly and children, and lose employment opportunities, which leads to family economic difficulties. In this regard, Shaanxi Province will continue to solve the unemployment problem of poor laborers by developing community factories to expand employment transfer, expanding public welfare posts to resettle the employment of poor laborers, and cultivating employment poverty alleviation bases to absorb employment.

Chu Qinrui, deputy inspector of the Shaanxi Provincial Department of Human Resources and Social Security, said that in expanding the employment transfer of community factories, all kinds of enterprises in various districts and counties are supported to relocate their communities or make use of idle land and houses such as old factories, old schools, farmhouses and houses in townships (towns) and villages to realize "living upstairs and working downstairs". Take the community factory in Pingli County, Shaanxi Province as an example. Every time a community factory hires a poor labor force, it has signed labor cooperation for more than one year, and every time it hires a poor labor force, it will give the enterprise a post subsidy of 1 1,000 yuan. At the same time, enterprises employ poor labor, accounting for more than one-third of the total number of enterprises. Subsidize the company's site rental fees and utilities according to the standard of not exceeding 50% of the actual expenditure, so as to encourage enterprises to hire more poor laborers and achieve employment.

Chu Qinrui said that the Shaanxi Provincial Department of Human Resources and Social Security has three policy innovations in expanding public welfare jobs and resettling the employment of poor laborers. The first is to develop public welfare posts in poor villages, such as cleaning and security. And specially resettle the "three noes" poor laborers who can't leave home, have no job to help, and are unable to get rid of poverty, so that they can achieve employment in their village and issue certain post subsidies to solve their problem of no income. The second is to set the newly-added auxiliary and service posts used by government agencies, institutions and social organizations with financial allocations at all levels as public welfare posts, which are required to be used to resettle poor laborers to engage in public welfare posts. Up to now, 46,407 public welfare jobs have been developed in Shaanxi Province, which has achieved remarkable results in solving the employment and income increase of poor laborers who cannot leave home. The third is to allow the existing public welfare posts vacated by poverty-stricken counties to resettle the employment of poor laborers.

In addition, we also actively cultivate employment poverty alleviation bases to absorb employment. People's social departments at all levels in the province identify enterprises with standardized local management and large employment capacity as employment poverty alleviation bases, and give each new poor labor force a 500 yuan prize-winning job introduction subsidy to encourage enterprises to absorb more poor labor force for employment.
