If a citizen dies in his temporary residence, the household registration organ of the temporary residence shall notify the household registration organ of the permanent residence to cancel his household registration.

If a citizen dies due to an accident or the cause of death is unknown, the head of the household and the discoverer shall immediately report to the local police station or the people's committee of a township or town.

Article 9 A person who dies after birth but before birth registration shall declare birth registration and death registration at the same time.

Article 10 If a citizen moves out of the area under the jurisdiction of the household registration authority, he or the head of the household shall apply for registration with the household registration authority before moving out, and obtain a migration certificate. Citizens who move from rural areas to cities must apply to the household registration authority where their permanent residence is located for moving out with the employment certificate of the urban labor department, the school admission certificate, or the certificate of permission to move in from the urban household registration authority.

Citizens moving to border areas must be approved by the public security organs of the counties, cities and municipal districts where they live.

Article 11 Before serving in active service, a citizen conscripted shall declare his/her emigration registration to the household registration authority where his/her permanent residence is located, cancel his/her household registration, and no migration permit shall be issued.

Article 12 After the arrested criminal is informed of his family members, the arresting organ shall notify the permanent residence registration organ to cancel his account.

Article 13 When citizens move, they shall report to the household registration authority for registration of household registration, and the city shall submit the certificate of household registration within three days and the countryside within ten days.

Citizens who have no migration documents shall report to the household registration authority where they move in with the following documents:

1, demobilized, demobilized and retired soldiers, the county and city military service organs or military service organs at or above the regiment level shall issue certificates;

2. Overseas Chinese and returned students should show their passports or entry certificates of the People's Republic of China;

Article 14 Criminals, controlled persons and other persons deprived of political rights according to law who have been released on parole or have been declared suspended may register for moving out only after the household registration organ reports to the people's court of a county, city or municipal district or the public security organ for approval. Upon arrival at the place of immigration, it shall immediately report to the household registration authority for immigration registration.

At the same time, according to the Opinions on Solving the Registration Problem of Non-hukou Personnel issued by the General Office of the State Council (hereinafter referred to as the Opinions), it is forbidden to set any preconditions that do not meet the requirements of household registration, and comprehensively solve the household registration problem of non-hukou personnel.

The "Opinions" require that all regions and relevant departments should fully understand the importance and urgency of doing a good job in the settlement of people without hukou, strengthen organizational leadership, carefully study and deploy, and refine policies and measures to ensure that all policies are implemented. It is necessary to carry out in-depth investigation, find out the base number and relevant situation of non-hukou personnel in this administrative area, standardize the acceptance and approval procedures, strictly meet the work requirements, and timely handle the accounts of non-hukou personnel. It is necessary to focus on cleaning up policies and measures that are inconsistent with the spirit of this opinion. The revised ones should be seriously revised, and the abolished ones should be resolutely abolished. Relevant departments should promptly revise laws, regulations and policies on household registration, vagrancy and begging assistance, family planning and other aspects according to procedures, and improve relevant rules and regulations. The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government shall, in light of local conditions, formulate specific implementation measures and publicize them to the public. It is necessary to strengthen supervision and guidance. If the responsibilities are not implemented and the work is ineffective, the responsibilities will be seriously investigated according to the law.

The "Opinions" specifically clarified two insurmountable "red lines" and set "rules" for household registration management: First, it is forbidden to set any preconditions that do not meet the household registration requirements. This clarifies the "high-voltage line" of government behavior, smoothes the channels of household registration, and makes household registration return to its original function, reflecting the level of social governance. The second is to effectively protect the basic rights of citizens to register their accounts according to law. This is not only the legal "bottom line" that household registration management must adhere to, but also the "bottom line" of people's livelihood to protect the rights of every citizen. No unit or individual may damage the household registration and other legal rights enjoyed by citizens.
