Citizens who move from rural areas to cities must apply to the household registration authority where their permanent residence is located for moving out with the employment certificate of the urban labor department, the school admission certificate, or the certificate of permission to move in from the urban household registration authority.

Citizens moving to border areas must be approved by the public security organs of the counties, cities and municipal districts where they live.

At the same time, according to the Opinions on Solving the Registration Problem of Non-hukou Personnel issued by the General Office of the State Council (hereinafter referred to as the Opinions), it is forbidden to set any preconditions that do not meet the requirements of household registration, and comprehensively solve the household registration problem of non-hukou personnel.

The "Opinions" require that all regions and relevant departments should fully understand the importance and urgency of doing a good job in the settlement of people without hukou, strengthen organizational leadership, carefully study and deploy, and refine policies and measures to ensure that all policies are implemented. It is necessary to carry out in-depth investigation, find out the base number and relevant situation of non-hukou personnel in this administrative area, standardize the acceptance and approval procedures, strictly meet the work requirements, and timely handle the accounts of non-hukou personnel. It is necessary to focus on cleaning up policies and measures that are inconsistent with the spirit of this opinion. The revised ones should be seriously revised, and the abolished ones should be resolutely abolished. Relevant departments should promptly revise laws, regulations and policies on household registration, vagrancy and begging assistance, family planning and other aspects according to procedures, and improve relevant rules and regulations. The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government shall, in light of local conditions, formulate specific implementation measures and publicize them to the public. It is necessary to strengthen supervision and guidance. If the responsibilities are not implemented and the work is ineffective, the responsibilities will be seriously investigated according to the law.

The "Opinions" specifically clarified two insurmountable "red lines" and set "rules" for household registration management: First, it is forbidden to set any preconditions that do not meet the household registration requirements. This clarifies the "high-voltage line" of government behavior, smoothes the channels of household registration, and makes household registration return to its original function, reflecting the level of social governance. The second is to effectively protect the basic rights of citizens to register their accounts according to law. This is not only the legal "bottom line" that household registration management must adhere to, but also the "bottom line" of people's livelihood to protect the rights of every citizen. No unit or individual may damage the household registration and other legal rights enjoyed by citizens.
