1. Introduction 1. Geographical location fengjie county is located in the east of Chongqing, bordering Wushan County in the east, Enshi City in Hubei Province in the south, Yunyang County in the west and Wuxi County in the north. The planning scope of Chongqing Fengjie Industrial Park Caotang Group (Area B) starts from Taibei Bridge in the west, borders Bai Di Town, reaches Kongjiagou in Qiliba Society in the east, reaches Shimahe Dam in the south, and reaches Wan Yi Expressway in the north, with a length of about 4 kilometers from east to west and 1 km from north to south. The total land area of the planned park is about 3.25 square kilometers. 2. Project Overview fengjie county is located at the intersection of Daba Mountain and Qiyan Mountain at the eastern end of Chongqing, in the hinterland of the Three Gorges reservoir area, with an area of 4,087 square kilometers, ranking second in Chongqing. For a long time, influenced by the long-term demonstration of the Three Gorges Project, it lacked the due investment from the state and formed a typical dual economic structure. Agriculture is still dominated by traditional planting, and industry has formed six scattered industries. Tourism and service industry in the tertiary industry started late, and the development foundation of the whole industry is weak, with a low level of structural system. After ten years of resettlement, a large number of enterprises shut down and turned around, industrial development is in a turning point of recovery and revitalization, emerging industries have not yet grown up, and the industries in immigrant towns are seriously hollowed out. In view of the present situation, the State-owned Assets Supervision and Administration Commission of Chongqing takes the lead in coordinating, and the municipal large state-owned enterprise group is responsible for raising 5 billion yuan to help six counties in northeast Chongqing, namely Liangping, Chengkou, Fengdu, Dianjiang, Zhongxian, Kaixian, Yunyang, Fengjie, Wushan, Wuxi 10 and southeast Chongqing, build industrial parks. In order to meet the needs of fengjie county's social and economic development and respond to the regional industrial development deployment of Chongqing SASAC, fengjie county plans to build the Caotang Group (Area B) of Chongqing Fengjie Industrial Park (hereinafter referred to as the "Planning Park"). The planning orientation of this industrial park is: fengjie county's concentrated industrial construction base, with modern industries such as electronics and textiles as the leading industries, chemicals and building materials as the auxiliary industries, an eco-industrial park with beautiful living environment, and also the political, economic and cultural center of Caotang Town. The construction of the proposed park will play an important supporting role in the social and economic development of fengjie county. Chongqing Fengjie Industrial Park Caotang Group (Zone B) has a total land area of 3.25 square kilometers, mainly developing modern industries such as electronics and textiles, and assisting in the development of industries such as chemicals and building materials. 3. The development ideas of the park adhere to the economic construction as the center, strictly abide by the bottom line of protecting the ecological environment, fully respect the development foundation and conditions of Caotang at this stage, establish and embody Scientific Outlook on Development on the premise of seeking truth from facts, and strive to achieve comprehensive, coordinated and sustainable development of economy, society, urban construction and environmental protection. 4. The overall layout of Caotang Group (Area B) of Fengjie Industrial Park in Chongqing has formed a structural model of "three pieces, one belt and two hearts" according to the road skeleton and functional zoning of the planned park. "Three pieces": the first-class industrial park in the middle of the land, the second-class and third-class industrial parks in the east, and the thatched cottage residential group in the west of the land. "Belt": the green protective belt of Shima River and its banks. "Two Hearts": the management and R&D center of the industrial park, and the political, economic, commercial and cultural center of Caotang town in the west. Generally speaking, the overall layout of Chongqing Fengjie Industrial Park Caotang Group (Area B) is reasonable, and the environmental impact of Chongqing Fengjie Industrial Park Caotang Group (Area B) on Caotang Town Development Zone can be minimized.
