On August 28th, the Ministry of Public Security held a press conference in Beijing on August 28th, and the National Immigration Bureau issued 22 new measures to improve service management, which will be implemented in stages before the first quarter of 20 19. Among them, five convenient measures, such as mainland residents can apply for replacement (replacement) of entry documents in different places across the country and apply for entry and exit documents within 7 working days, will be implemented from September 1 day.

These five new measures are as follows: Mainland residents can apply for (change) the issuance of ordinary passports, Hong Kong and Macao passes and Taiwan passes at any public security exit-entry administration institution in China; Mainland residents can apply for team travel endorsements to and from Hong Kong, Macao and Taiwan at any public security exit-entry administration institution in China; The time limit for mainland residents to apply for ordinary passports, Hong Kong and Macao passes and Taiwan passes has been shortened to 7 working days; Public security exit-entry management agencies provide immediate acceptance and approval facilities for foreigners who have lost their passports and urgently need to reissue exit visas; The owner of an international sailing ship or his agent may declare the entry-exit frontier inspection procedures online.

After these new measures are fully implemented, the entry and exit documents will be processed online, in different places, nearby and conveniently, and the entry and exit customs clearance for Chinese and foreign personnel and vehicles will be smoother, making it more convenient for foreigners to travel, work, do business and start businesses in China.

The relevant person in charge of the National Immigration Bureau said that since its establishment on April 2 this year, the National Immigration Bureau has successively introduced new policies, such as visa-free entry for personnel from 59 countries in Hainan, "only one trip" for entry and exit documents such as passports, China citizens' waiting time for customs clearance not exceeding 30 minutes, further improving the review mechanism for permanent residence qualification, and facilitating entry and exit for academicians of China Institute of Engineering of China Academy of Sciences. The introduction and implementation of a new batch of reform measures will further promote the functional transformation, decentralization and efficient supervision in the entry-exit field, and continuously improve the management level of entry-exit services.
