Annual geological disaster prevention and control work in the Three Gorges Reservoir area

In 2013, the China Geological Environment Monitoring Institute Three Gorges Geological Hazard Monitoring Center (Three Gorges Reservoir Area Geological Hazard Prevention and Control Headquarters, hereinafter referred to as "Three Gorges" Center") thoroughly implements the spirit of the 18th National Congress of the Communist Party of China and the Third Plenary Session of the 18th Central Committee of the Communist Party of China. Under the correct leadership of the Institute (Geological Disaster Emergency Technical Guidance Center), we will focus on the central work of geological disaster prevention and control in the Three Gorges Reservoir area, adhere to upward support and horizontal guidance, and insist on long-term prevention and control capacity building and daily monitoring and emergency guidance, and have Advance all work in an orderly manner. All members of the Three Gorges Center worked together, performed their duties conscientiously, successfully completed key tasks such as project management, monitoring and early warning, and emergency response, and implemented basic work such as capacity building, team building, and system building, and achieved good results. No one was killed or missing due to geological disasters in the Three Gorges Reservoir area throughout the year, maintaining a good situation of no casualties from earthquake disasters in the reservoir area for 11 consecutive years. At the same time, past work was sorted out and key tasks for 2014 were initially determined.

1. Strengthen business support and guide the implementation of prevention and control measures

Three Gorges Center conscientiously performs the support and guidance functions of the specialized technical institutions for disaster prevention and control in the reservoir area, and fully implements the work deployment of the department and institute , strengthen investigation and research, coordination, supervision and inspection to ensure that prevention and control goals are scientific and reasonable and prevention and control measures are implemented.

(1) Organize and carry out prevention and control trend predictions and clarify annual prevention and control tasks. Under the organization of the ministry, a consultation on the trend of land disaster prevention and control in the reservoir area was carried out, and together with the land and resources departments of the two provinces and cities, the trend of disasters such as landslides and reservoir bank collapse in the Three Gorges Reservoir area in 2013 was studied and judged, and the cities and counties in the reservoir area were guided in their annual prevention and control measures. We conducted in-depth research and judgment on work trends and further clarified the focus of prevention and control.

(2) Provide administrative support and ensure the implementation of prevention and control requirements. Assisted the Department of Geology and Environment to carry out Minister Jiang Daming's inspection of the reservoir and held a conference on earthquake prevention and control in the reservoir area during this period, and prepared a wealth of technical information in advance. After the meeting, the warehouse inspection work was completed together with the Ministry of Emergency Response Center, Chongqing Municipal Bureau and Hubei Provincial Department.

(3) Organize multiple comprehensive inspections and guide the strengthening of prevention and control measures. In June, the second round of inspection and guidance work on geological disaster prevention and control in the reservoir area was organized. In July, two working groups sent by the Ministry of Cooperation went to two provinces and cities respectively to carry out the third round of inspection and guidance work. Personnel were dispatched to participate in the inspection of the Three Gorges Office of the State Council during the drawdown period of the 175-meter experimental water level and the safety inspection of the Three Gorges Project experimental water storage in 2013.

(4) Guide the investigation of hidden dangers of local disasters and fully understand the hidden dangers. Guide the two provinces and cities to carry out comprehensive inspections before floods and conduct inspections at important times in accordance with the requirements of the Ministry. Professional and technical personnel were organized to sort out the investigation results, and 16,000 pieces of data were included in 10,821 locations (sections) in 26 districts and counties for further investigation. These results were used in the environmental protection acceptance survey on the completion of the Three Gorges Water Conservancy Project in the Yangtze River.

(5) Actively undertake the task of standardization and promote the improvement of project quality. Participated in the drafting of the standard framework system, catalog and implementation plan for the geological disaster prevention and control industry, and as the leading unit organized the preparation of 24 standards and specifications for geological disaster information systems, monitoring, construction, supervision, comprehensive management, etc. And as the chief editor, it is responsible for the preparation of 21 of them.

2. Strengthen project management and fully complete the work tasks

In accordance with the requirements of the Three Gorges follow-up work master plan, the organization and preparation of the follow-up annual project implementation plan for geological disaster control and project review were completed as scheduled. Completed the completion acceptance of the third phase of the treatment project.

(1) Successfully completed the national administrative acceptance of the quality of the third phase of the earthquake control project. Assisted the Department of Geology and Environment and the Leading Group Office to organize the national administrative acceptance of the completion of the third phase of the earthquake control project, including the compilation and compilation of preliminary acceptance and final acceptance certificates of national project completion, the drafting of administrative acceptance opinions, and the on-site inspection of major earthquake control projects Check organization etc.

(2) Complete the archive archiving and informatization results acceptance of the second and third phase management projects. According to the archives of the second and third phase treatment projects in the Xiaxia Reservoir Area and the opinions on the final inspection results of informatization, 18 of the 22 districts and counties in the Chongqing Reservoir Area passed the acceptance inspection. There are 6 districts and counties that have met the standards for compilation and transfer of results data. In accordance with the annual plan, the informatization acceptance of governance projects was promoted and a project database was established.

(3) Complete the acceptance of the scientific research results of the third phase of geological disaster prevention and control in the Three Gorges Reservoir area. Experts were organized to complete the acceptance of seven special topics and 20 topics of the Three Gorges Reservoir Area Earth Disaster Prevention and Control Scientific Research Project and the "Landslide Forecast Model and Forecast Criteria Establishment Project" for professional monitoring of the monitoring and early warning engineering.

(4) Promote the organization and implementation of follow-up prevention and control projects in an orderly manner. First, complete the preliminary design of the earthquake prevention and control project. The second is to organize experts to complete the technical review of the preliminary design of the earthquake prevention and control project. Third, the 2013 implementation plan for earthquake disaster prevention and control was compiled and coordinated with the Ministry of Finance to submit the plan to the Three Gorges Office of the State Council.

3. Strengthen monitoring and early warning to effectively avoid casualties

Adhere to the work pattern of combining mass testing and mass prevention, and conduct inspection of important hidden dangers on the basis of helping to guide local governments to implement mass testing and mass prevention measures. Professional monitoring, supplemented by meteorological warning and forecast information services for earthquake disasters, has ensured the safety of 600,000 people near hidden dangers in the reservoir area. In 2013, there were zero casualties from earthquake disasters in the reservoir area.

(1) Strengthen the construction of professional monitoring network. Completed the retesting and acceptance of more than 200 professional monitoring sites, collected and analyzed 225 landslide monitoring data, and issued 14 landslide warnings. Research on 122 landslide prediction models was carried out. A professional monitoring work meeting was held, a data collection and transmission system was established, and approximately 120,000 pieces of information were collected and stored.

(2) Guide the monitoring work combining groups and specialists. Before the flood, a notice was issued on strengthening the monitoring and early warning of earthquake disasters in the reservoir area, and a working meeting on the prevention and control of earthquake disasters in the reservoir area was held to guide the two provinces and cities in establishing and improving the monitoring and early warning system. Summarize and analyze monthly group testing and prevention monitoring data, produce a popular science promotional video, and publish a promotional album.

(3) Strengthen weather warning and forecasting. By making full use of meteorological and other departmental resources, we have achieved refined forecasts of rainfall-induced land disasters in the reservoir area and formed a series of forecast products to effectively serve the reservoir area. At the on-site meeting on meteorological early warning and forecasting for earthquake disasters at the end of 2013, the report demonstrated the meteorological early warning and forecasting platform for earthquake disasters in the reservoir area, with good results.

(4) Complete the geological environment bulletin. Completed a special geological environment report related to the Three Gorges Project Ecological and Environmental Monitoring Bulletin - "Three Gorges Project Ecological and Environmental Monitoring System Blue Book" (2012), publicized the effectiveness of earthquake prevention and control in the reservoir area, and provided relevant parties with a reliable geological environment information.

4. Strengthen emergency response and improve emergency work efficiency

Three Gorges Center highly understands the importance of emergency work, closely contacts the Department of Environment, Geological Survey Bureau, and Monitoring Institute, and maintains a high sense of responsibility and political sensitivity, and carefully handle sudden disasters, dangers and public opinions.

(1) Strengthen emergency duty and report prevention and control information in a timely manner. Strictly implement the 24-hour emergency duty system and emergency investigation and response system throughout the year, and establish smooth information transmission channels with two provinces, cities, and 26 counties and districts. The information was reported more than 50 times throughout the year, with the General Office of the CPC Central Committee and the State Council adopting it 6 times and the Ministry of Finance 19 times. The effectiveness and progress of prevention and control work were reported in a timely manner.

(2) Improve the command system to ensure the efficiency of emergency work. Completed the maintenance and upgrade of the emergency consultation video conference system and its integration with the emergency command system. We improved the emergency monitoring and command vehicle and emergency communication platform, upgraded the video conferencing system, conducted 15 emergency drills and field training, compiled 10 emergency drill reports, and provided stable and reliable equipment support and skilled technical support for emergencies at all times.

(3) Initiate timely response and guide emergency response. The *** organized and carried out nearly 10 earthquake disasters, including Mulinweiyan in Wulongxiangkou Town, Chongqing, Baiguoshu landslide in Yajiang Town, Ertaiping mudslide in Baima Town, Qingkou Weiyan in Yangjiaochang Town, and Wailang Primary School landslide in Yunyang County. 5. Strengthen capacity building and strive to improve prevention and control levels

Start from base construction, scientific research, popular science education, information construction, etc., and combine soft and hard work to comprehensively improve the prevention and control of the Three Gorges Center Technical capabilities, and establish a good image as a technical leader in disaster prevention and control in the Three Gorges Reservoir area.

(1) The scientific research on earthquake prevention and control has made outstanding achievements, and the understanding of disaster prevention has continued to deepen. First, the criterion for the earthquake prediction model was established. The second is to comprehensively launch a special investigation on the geological environmental impact of the environmental protection acceptance of the Three Gorges Project. The third is to launch an investigation and evaluation study on the impact of the daily decline of the Three Gorges Reservoir on prevention and control projects. Fourth, the technical standards for landslide and debris flow monitoring were compiled and preliminary research results were submitted.

(2) Comprehensively build an information system for earthquake prevention and control, and significantly improve information services. The annual central computer network system and the computer wide area network system maintenance of the geological environment monitoring stations of the two provinces, cities, districts and counties were completed to ensure the normal operation of the network system, video conferencing system, satellite transmission system and dedicated line network, and provide support for the normal development of prevention and control work. stable network service.

(3) Promote the construction of monitoring test demonstration bases, and gradually strengthen the demonstration role. The construction of the base building renovation project has been basically completed, a meteorological monitoring network and a geological disaster weather forecast and early warning platform have been constructed, and the trial verification and evaluation of the landslide forecast model and criteria have been completed. The demonstration role of monitoring and early warning has been further enhanced, and the hardware facilities of the test base will be improved. further improvements.

(4) Systematically organize geological disaster results data and standardize file management. Organized more than 5,000 volumes of materials on the results of the earthquake disaster work, completed 1,000 boxes of archives, uploaded electronic documents to the server, realized shared access to office materials, and established procedures for collecting, borrowing, and sending results materials, and established a file ledger. (5) Actively declare a land and resources science popularization base and expand science popularization channels. Successfully applied for the third batch of land and resources science popularization bases, and was named a scientific research experimental land and resources science popularization base by the Ministry of Education. 6. Strengthen team building and actively improve management capabilities

(1) Strengthen team building and standardize technical management. (2) Implement target management and complete prevention and control tasks. In accordance with the requirements of the institute, we implemented target management around the work of the Three Gorges Reservoir Area Earth Disaster Prevention and Control Center, made overall plans, ensured key points, and completed the annual prevention and control tasks.

(3) Strengthen production safety and prevent accidents. Implement the production safety responsibility system, ensure safe driving of vehicles throughout the year, and achieve the goal of zero accidents in production safety. Supervision and inspection of confidentiality work were strengthened, hidden dangers were rectified, and no leaks occurred.

(4) Standardize economic management and strengthen asset management. With budget management as the core, we will gradually standardize budget management and economic activities, etc., so that economic management and business management can be coordinated and advanced.

(5) Strengthen party building and civilized creation, and promote the work of the center. In-depth study and implementation of the spirit of the 18th National Congress of the Communist Party of China and the Third Plenary Session of the 18th Central Committee of the Communist Party of China, and resolutely implemented the implementation plan of the mass line education and practice activities of the party in the academy, and was awarded the title of "Advanced Grassroots Party Organization" by the party committee of the academy. 7. Grasp the key points of work and make new contributions to the Three Gorges Project

In 2014, the Three Gorges Center will closely integrate the Ministry’s overall deployment of national earthquake prevention and control work and the prevention and control work in the reservoir area. The specific requirements are to continue to maintain a high degree of vigilance, guard against arrogance and impetuosity, and work conscientiously to prevent and control earthquake disasters in the reservoir area.

(1) Work ideas. First, continue to strengthen the coordination, guidance, supervision and inspection of the implementation of follow-up planning projects for earthquake disaster prevention and control in the Three Gorges Reservoir area, conscientiously perform their functions, and support the work of ministries, bureaus and institutes. The second is to further promote the construction of the earthquake monitoring and early warning experimental base in the Three Gorges Reservoir area, continue to promote the construction of the earthquake monitoring and early warning system in the Three Gorges Reservoir area, cultivate talents, improve base conditions, systematically summarize the earthquake prevention and control technology in the Three Gorges Reservoir area, and conduct experimental research and technical training Build a national experimental demonstration and innovation base for earthquake prevention and control in terms of promotion and application. The fifth is to strengthen emergency duty, initiate emergency response in a timely manner, and guide local governments to respond to sudden disasters and dangers. Sixth, complete the completion acceptance of the Three Gorges Project and all the work related to earth disasters, and submit the acceptance report of the prevention and control project on time.
