No digging, ditching, burying pipes, prying stones, erecting poles or breaking dikes to clear the way; It is forbidden to graze, shovel grass, plant trees, plant crops, pile up materials and dump garbage; It is strictly forbidden to move or destroy guardrails, flood control culverts, drainage pumping stations, opening and closing equipment, water level gauges, signs and other supporting facilities and equipment; Where roadblocks are set up, vehicles are prohibited from passing except for dike rescue. Due to the special needs of the project, vehicles and temporary materials are piled up, and the municipal urban construction planning management department shall apply to the municipal flood control dike management office for approval.

Article 6

Xixiangtang, Jiangbei Dike, and Fude, Jiangnan Dike, within 30 meters; The rest of the dike, six meters inside the dike; The whole dike line from the dike to the river bank is a first-class dike protection area. No unit or individual is allowed to build houses, drill wells, dig ponds, borrow soil, blast, build underground projects, pile up garbage and engage in other activities that hinder dam safety and flood control. No waste residue that hinders flood discharge shall be discharged.

Buildings, ponds and vegetable fields, such as the original houses in the berm and before the embankment, can be temporarily continued to be used, and then processed when the conditions for demolition and resettlement are met. After embankment construction, since September 1982 "Interim Measures for the Management of Flood Embankments in Nanning City" was promulgated, all newly-built houses and buildings are illegal buildings, which shall be demolished within a time limit, and newly-dug ponds and dams shall be filled up within a time limit, and offenders shall be investigated for relevant responsibilities.

Chapter III Management of River Banks and River Bed

Article 7

The riverbank and riverbed through which the dike line passes are the foundation of the flood control dam and must be kept stable.

Article 8

Digging sand and gravel in a river section with dikes must be approved by the flood control dike management office and dug at a designated place.

Article 9

During the flood control period, the subordinate units must be responsible for the flood control work of the original air-raid shelter and sewer outlet under the dike to ensure the safety of the dike.
