The Hubei Provincial Hanjiang River Management Bureau is a division-level purely public welfare institution directly under the Department of Water Resources. It was formed in 1995 by the merger of the original Jingzhou Han River Maintenance and Defense Office and the Dongjing River Maintenance and Defense Office. Added "Hanjiang Flood Control Office of Hubei Provincial Flood Control and Drought Relief Headquarters". In 2000, the Hanjiang River Bureau established the "Hubei Province Dujiatai Flood Storage Area Construction Management Bureau" and assumed the responsibility for the construction and management of the Dujiatai Flood Storage Area.

In 1995, the Provincial Editorial Committee approved the establishment of 1,500 people based on Ejibian [1995] 017 document. Projects under jurisdiction: 237 kilometers of rivers in the lower reaches of the Han River and 441 kilometers of embankments; 173 kilometers of Dongjing River channels and 311 kilometers of embankments; 614 square kilometers of Dujiatai flood storage area and 41 kilometers of flood channels and embankments; 79 buildings along the embankments, directly Guan Jingangkou Gate, Luohan Temple Gate, Tianguan Gate, Zekou Gate, Dujiatai Flood Diversion Gate and other five culvert gates. The administrative areas involved are 9 cities (counties and districts) including Zhongxiang, Tianmen, Qianjiang, Xiantao, Jianli, Honghu, Hanchuan, Caidian and Hannan, protecting a population of 18 million, 18.6 million acres of cultivated land and various industrial and mining enterprises, Flood control safety of important facilities such as transportation hubs. It consists of 8 embankment management branches, 4 culvert management branches and 5 units directly under the bureau. The bureau has 10 departments.
