Ertan Hydropower Station Resettlement Project

From 1993 to 1995, Sichuan Resettlement Development Center was entrusted by Sichuan Provincial Immigration Office to compile the Ertan Resettlement Planning Report, in which professional projects such as urban relocation, highways, power transmission and transformation projects, water conservancy facilities, posts and telecommunications were designed by corresponding professional design units in Sichuan Province and independently evaluated at the provincial level. 1August, 1996, entrusted by the Ministry of Electric Power and the State Planning Commission, the Hydropower Planning and Design Institute of the Ministry of Electric Power reviewed the planning report and approved it with document JZ [1996] 889.

The guiding ideology of Ertan resettlement planning is based on the relevant national laws and regulations, combined with the actual situation of the reservoir area, focusing on resettlement and aiming at restoring and rebuilding the social and economic system of the reservoir area. Rural immigrants adhere to the principles of "soil-based", "water determines soil" and "soil determines people" and reasonably determine development projects. Professional projects such as towns and transportation focus on restoring the original functions according to the original scale and standards.

land expropriation

Rural migrants in Ertan reservoir area are mainly resettled by developing agricultural production on barren slopes. There are 29,594 rural production migrants in the whole reservoir area, including 23,936 migrants from aquaculture, 2 153 migrants from industrial and mining enterprises, 2,393 migrants from self-employed businesses and 65,438 migrants from protected areas. Resettlement areas mainly meet the requirements of immigrants for land development by adjusting existing cultivated land with compensation and allocating wasteland without compensation. In order to resettle immigrants from Yanbian County, Panzhihua City adjusted the area of five towns in Rende District to Yanbian County for free according to relevant national laws and procedures.

Immigrant budget

The estimated compensation for Ertan immigrants is 2033265438+ 10,000 yuan. By the end of the year, 65,438+0,946,805 yuan had been invested, and the funds were in good condition. Due to the design depth and other reasons, the original design project budget has been adjusted.
