In order to protect the legitimate rights and interests of the expropriated person and the lessee who implements the rent standard stipulated by the government (hereinafter referred to as "the lessee directly in charge of public housing"), according to the Measures for the Expropriation and Compensation of Houses on State-owned Land in Nanjing (Government Decree No.318) and the Provisions on Compensation Subsidies and Incentives for the Expropriation of Houses on State-owned Land in Nanjing (Ningzi [20 19] No.490)
I. Provisions on residence
1, relocation expenses. Refers to the expenses incurred when the house is moved. According to the 60 yuan calculation of the legal construction area of the expropriated house per square meter, if each property right certificate (immovable property right certificate, house ownership certificate or other legal property right certificate) is less than 2,000 yuan, it will be replenished to 2,000 yuan.
2. Equipment removal fee. Refers to the demolition expenses of relevant special facilities in the expropriated house, including pipeline gas, air conditioning, fixed telephone, cable TV, water heater, broadband network, etc.
(1) Subsidy for original pipeline gas migration and installation of pipeline gas facilities: 2,800 yuan per household.
(2) Fixed telephone relocation subsidy: 3 10 yuan/Taiwan.
(3) Cable TV migration subsidy: 500 yuan/household.
(4) Broadband network migration subsidy: 500 yuan/port.
(5) Air-conditioning relocation subsidy: 500 yuan/Taiwan.
(6) Subsidy for dismantling solar water heaters: 2,500 yuan/set.
(7) If the user of the expropriated house has increased the power capacity to 8kW, the relocation subsidy is 280 yuan/household. If the power consumption increases to more than 8 kilowatts (excluding), the relocation allowance will be 1000 yuan/household.
3, temporary resettlement subsidies. Refers to the resettlement transition cost after the house is expropriated. According to the legal construction area of the house to be expropriated, 60 yuan per square meter per month, each certificate (certificate of immovable property rights, certificate of house ownership or other legal property rights) is less than 2,000 yuan per month to make up 2,000 yuan. In case of monetary compensation, the temporary resettlement subsidy shall be paid in one lump sum 12 months; Where expropriation and resettlement or property right exchange are implemented, it shall be paid in accordance with the temporary resettlement period agreed in the compensation and resettlement agreement and the monthly temporary resettlement subsidy standard.
4. Major illness subsidy. Refers to the expropriated person, the lessee of the public housing directly under the control and the immediate family members of the same household registration, who suffer from major diseases and meet the conditions of medical assistance. If the expropriated person and the lessee of the directly-managed public housing complete the relocation within the prescribed time limit and handle the housing handover procedures according to the regulations, appropriate subsidies may be given.
5. Subsidies for families with special difficulties. It refers to the expropriated person, the lessee of the directly-managed public housing and the family members of severely disabled persons with the same household registration, the first-and second-grade physical, mental and intellectual disabled persons and the blind who hold the disabled card, and the low-income and low-income marginal families recognized by the civil affairs department, whose family life is particularly difficult and meets the conditions for assistance. If the expropriated person and the lessee of the directly-managed public housing complete the relocation within the prescribed time limit and handle the housing handover procedures according to the regulations, appropriate subsidies may be given.
The above four or five subsidies shall not exceed RMB 654,380,000+10,000 yuan for each holder (real estate license, house ownership certificate or other legal property rights certificate).
6. Special incentive fee for early relocation. Refers to the expropriated person and the lessee who directly manages the public housing to complete the relocation ahead of schedule within the prescribed time limit and handle the housing handover procedures according to the regulations, and give a one-time special incentive fee for early relocation. According to the legal construction area recorded in the actually collected property ownership certificate, real property right certificate or other legal property right certificate, a special early relocation reward of RMB 0/000 per square meter will be given, and each property right certificate (real property right certificate, real property right certificate or other legal property right certificate) will be supplemented by RMB 50,000.
7. Relocation rate reward. It means that in the process of expropriation, according to the actual situation within the scope of expropriation, if the expropriated person and the lessee of zhiguangongfang complete the relocation ahead of schedule within the prescribed time limit and handle the house handover procedures according to the regulations, they will be given appropriate rewards according to the corresponding completion rate.
8. Old-age relocation incentives. Refers to the expropriated person, the lessee of the public housing directly under the government who completes the relocation within the prescribed time limit and goes through the housing handover procedures according to the regulations, and the elderly who are over 80 years old to 90 years old (excluding 90 years old) in the household registration with the warrants (house ownership certificate, house ownership certificate or other legal property certificate) will be given a relocation reward of 20,000 yuan per person; There are 90 years old (including 90 years old) or older, and the relocation reward is given at 30,000 yuan per person.
9. Unregistered houses are not rewarded. Refers to the expropriated person, the lessee who is directly in charge of public housing by the government, who completes the relocation within the prescribed time limit and goes through the house handover procedures according to the regulations, and each holder (immovable property certificate, house ownership certificate or other legal property rights certificate) who has no unregistered house will be given a reward of not more than 50,000 yuan as the case may be.
10, preferential incentives for purchasing resettlement houses. Refers to the relocation of the expropriated person and the lessee of the directly-managed public housing within the signing period. The purchase of resettlement houses can be based on the location and location of the resettlement houses, and on the preferential basis of the Notice of the Municipal Government on Printing and Distributing the Measures for the Expropriation and Resettlement of Houses on State-owned Land in Nanjing (Zheng Ning Gui Zi [2015]1No.).
The prescribed time limit and standard of the above 4- 10 subsidy and reward shall be formulated by each project according to the actual situation and reported to the district government for approval. Under special circumstances, the district government organized relevant departments to hold special meetings for deliberation and handling.
Second, the provisions on non-residential housing.
In addition to the compensation for the value of expropriated non-residential houses, it shall be implemented in accordance with the Provisions on Compensation, Subsidies and Incentives for Houses Expropriated on State-owned Land in Nanjing (Ning Zi [2019] No.490). Non-residential housing demolition pipeline gas, air conditioning, fixed telephone, cable TV, water heater, broadband network and other subsidy costs refer to the collection of residential housing standard subsidies.
Three. other terms
1, the items not covered in this regulation shall be implemented according to the Measures of Nanjing Municipality on Compensation Subsidies and Incentives for State-owned Land Houses (Ning Zi [2019] No.490) and relevant policy documents.
2. The Xuanwu District Housing Security and Real Estate Bureau shall be responsible for the interpretation of these Provisions. The collection project is formulated in accordance with these regulations and approved by the district government, and the Xuanwu District Housing Security and Real Estate Bureau is responsible for the audit and implementation.
3. These Provisions shall be implemented as of the date of approval. The Xuanwu District People's Government of Nanjing issued on 20 17 165438 10 on October 20, in order to protect the legitimate rights and interests of the rent standard of the expropriated person and the lessee directly under the government (hereinafter referred to as "the lessee directly under the government"), according to the Measures for the Expropriation and Compensation of Houses on State-owned Land in Nanjing (Government Decree No. 3 18) and the Regulations of Nanjing Municipality on Housing Compensation, Subsidies and Incentives on State-owned Land (Ning Zi [20 19] No.490), combined with the actual social and economic development in Xuanwu District, the items and standards of housing compensation, subsidies and incentives on state-owned land in Xuanwu District are now stipulated as follows:
I. Provisions on residence

According to the legal construction area recorded in the actually collected house ownership certificate, real property right certificate or other legal property right certificate, a special early relocation reward of RMB 0/000 per square meter will be given, and each property right certificate (real property right certificate, house ownership certificate or other legal property right certificate) will be supplemented to RMB 50,000.

The purchase of resettlement houses can be based on the location and location of the resettlement houses, and on the preferential basis of the Notice of the Municipal Government on Printing and Distributing the Measures for the Expropriation and Resettlement of Houses on State-owned Land in Nanjing (Zheng Ning Gui Zi [2015]1No.).

1, the items not covered in this regulation shall be implemented according to the Measures of Nanjing Municipality on Compensation Subsidies and Incentives for State-owned Land Houses (Ning Zi [2019] No.490) and relevant policy documents.
2. The Xuanwu District Housing Security and Real Estate Bureau shall be responsible for the interpretation of these Provisions. The operating rules of each expropriation project are formulated according to these regulations, and the Regulations on Compensation, Subsidies and Incentives for Housing Expropriation in Xuanwu District (Zheng Xuan [2017] No.351) shall be abolished at the same time. Prior to this, the collection items that have made the collection decision are still implemented according to the original provisions.
