(seven) major activities involving a large number of people and strong sensitivity, which may have an impact on social stability;
(eight) other major administrative decisions that involve the vital interests of the masses and may have an impact on social stability. Article 11 Social stability risk assessment shall include legality assessment, rationality assessment, safety assessment, feasibility assessment and controllability assessment.
(a) the legality assessment shall include whether the decision-making subject, decision-making authority, decision-making procedures and decision-making contents comply with laws, regulations, rules and national policies.
(two) the rationality evaluation should include whether the social, economic and ecological benefits of major administrative decisions are in line with the practical interests, long-term interests and legitimate rights and interests of the people.
(three) the safety assessment should include whether there are hidden dangers such as national security and public safety in major administrative decisions.
(four) the feasibility assessment shall include whether the implementation plan, material conditions and timing of major administrative decisions are in line with the interests of regions, industries and people.
(5) Controllability assessment shall include social stability risk factors existing in major administrative decisions and their preventive measures and emergency plans, etc. Article 12 The assessment subject shall carry out social stability risk assessment according to the following procedures:
(a) according to the contents of major administrative decisions, formulate the work plan of social stability risk assessment, and solicit opinions from relevant parties;
(2) According to the work plan of social stability risk assessment, relevant information can be collected by consulting literature, field investigation, questionnaire survey, public opinion survey, forum visit, online public opinion, hearing and publicity;
(3) Identifying and analyzing social stability risk factors according to relevant information, and determining the categories, probabilities and ranges of social stability risk factors;
(four) according to the risk factors affecting social stability to develop preventive measures;
(five) according to the social stability risk assessment indicators and preventive measures to determine the social stability risk level, the risk level is divided into low risk, medium risk and high risk;
(six) according to the risk level of social stability to determine the implementation, suspension of implementation, not to implement the evaluation conclusion;
(seven) the preparation of social stability risk assessment report. The social stability risk assessment report shall include the basic information of major administrative decisions, assessment process and methods, assessment contents, analysis and demonstration, preventive measures, risk levels and assessment conclusions.
Major administrative decisions involving state secrets shall abide by the relevant confidentiality provisions of the state when assessing the risk of social stability.
