In order to implement the "Provisional Regulations on Residence Permit" in the State Council and ensure that holders of residence permits enjoy the same entry and exit rights as local residents, the Guangdong Provincial Public Security Department decided to implement measures to facilitate and benefit the people for holders of residence permits to apply for private entry and exit certificates at the public security entry and exit administration department of their place of residence from May 20 1 July.
Holders of residence permits can apply for ordinary passports, passes and endorsements to and from Hong Kong and Macao (except for "other" endorsements) and passes and endorsements to and from Taiwan (except for personal travel and residence in Taiwan) at the exit and entry permit window of the public security bureau with their resident ID cards and valid Dongguan Residence Permit. Other application materials are the same as those of local registered residents. In other words, foreign registered citizens living in Dongguan don't have to go back to the public security organ where they are registered!
Handling guide
Ordinary passports, passes and endorsements to and from Hong Kong and Macao, and passes and endorsements to and from Taiwan can be handled at the entry-exit permit hall of Dongguan Public Security Bureau and the entry-exit permit windows of 33 town and street public security bureaus in the city.
Pass for visiting relatives, business, staying in Hong Kong and Macao in Taiwan, pass for visiting relatives, studying abroad, business, crew and other travel, invitation to Taiwan can only be handled at the service hall window of Dongguan Public Security Bureau.
Application method
The applicant shall submit the application materials to the exit-entry administration department of the public security organ at the place of residence, and the exit-entry administration department shall issue exit-entry certificates within 30 days after accepting the application.
An applicant who is told not to issue an entry-exit certificate has the right to apply for administrative reconsideration or bring an administrative lawsuit at his domicile according to law.
