What does Nico mean?

"Long-tailed Wisdom" is a disparaging term for blacks by other races in English. In English, the Chinese equivalent of "long-tailed wisdom" is Nigger or Negro, and Nigger is more insulting than Negro.

This word once appeared in the lengthy policy documents of the Army Command, involving various talent standards and policies.
