In the mid-17th century, Russian Cossacks invaded the Heilongjiang Basin, and the Qing Dynasty sent troops to conquer the area many times. In the first year of Kangxi, Gengang Bangzhangjing was appointed as the general guarding Ninggu Pagoda and other places. Ningguta was the seat and residence of General Ningguta in the Qing Dynasty. It was the military, political and economic center of the Qing government located north of Shengjing (Shenyang) to govern the vast areas of Heilongjiang and Jilin. Nurhaci, the emperor of the Qing Dynasty, stationed his troops here when he established the Later Jin Dynasty in 1616. There are different legends about the origin of the place name. According to "Ninggu Pagoda", it is said that six brothers occupied this place. In Manchu, "six" is called "Ninggu" and "one" is called "ta", hence the name "Ninggu Pagoda". ".

The ancient city of Ningguta was originally located near the ancient city village of Jiujie, Hailin County. After the founding of the Qing Dynasty by Huang Taiji, Emperor Taizong of the Qing Dynasty, he appointed Wu Bahai as the deputy capital guarding Ningguta. There are 73 appointments. It was also the transfer point for tribute gifts from various ethnic groups in the Northeast to the imperial court from the end of the 17th century to the beginning of the 18th century. It has been an important national defense town for more than 300 years and has left behind many historical relics. Among them, Jueluo Ancient City, 4 kilometers east of the ancient city, is the most famous. It is said to be the place where the founder of the Qing Dynasty made his fortune. There are many ancient tombs outside the city. , including the tomb of General Sabsu; there are twenty or thirty temples in the city, but unfortunately most of them have been damaged; there is also the big stone bridge built during the Tiancong period and the snow-splashing spring under the bridge.

Ning'an, Heilongjiang Province, was called Ninggu Pagoda in the Qing Dynasty, which is the transliteration of "six" in Manchu. Wu Zhaoqian (also known as Hancha), a student from Wujiang, was exiled to Ninggu Pagoda for 23 years due to a court case.
