Article 20 Foreigners who need urgent entry for humanitarian reasons, urgent business, engineering repair or other urgent entry requirements may apply for a port visa at a port approved by the State Council to the port visa authority entrusted by the Ministry of Public Security (hereinafter referred to as the port visa authority). Travel agencies that organize inbound tourism in accordance with the relevant provisions of the state may apply to the port visa authorities for group tourist visas.
