What does Operation Five Rings mean?

"Five Rings Action" refers to the special action launched by the public security department of China in 20 17 to crack down on illegal immigrants and crimes. The reason why this action is called "Five Rings Action" is because the focus of the action covers five provinces, namely Beijing, Tianjin, Hebei, Shandong and Liaoning, namely the Five Rings Region. These five provinces are located in the northeastern, northern and eastern coastal areas of China, where illegal immigrants and criminal activities frequently occur.
