Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of the floating population, strengthen the service management of the floating population, maintain social stability and promote coordinated economic and social development, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of the autonomous region. Article 2 These Regulations shall apply to the service management and rights protection of the floating population within the administrative area of this autonomous region.

"Floating population" as mentioned in these Regulations refers to citizens who leave their domicile to enter the autonomous region and live across counties (districts) within the administrative region of the autonomous region. Article 18 The civil affairs department shall bring the vulnerable groups of floating population into the social assistance system, provide temporary assistance, charitable assistance and other services for vagrants and beggars who have no livelihood and floating population with special difficulties, strengthen the construction of assistance facilities, and improve the functions of assistance services. Nineteenth public security organs should provide convenient services for floating population to declare residence registration and apply for residence permit; In order to apply for settlement and meet the conditions for settlement, the floating population shall go through the settlement procedures in the autonomous region. Article 20 The judicial administrative department shall incorporate the legal publicity and education of the floating population into the overall plan for popularizing law, guide the grassroots people's mediation committees to carry out dispute mediation, and guide the floating population to safeguard their legitimate rights and interests according to law.

Legal aid institutions shall provide legal aid to the floating population who meet the conditions of legal aid.
