After examination and approval, in order to facilitate the preliminary work of hydropower development projects, the approval letter of hydropower resources development license or the certificate of hydropower resources development and utilization will be given.

(5) Examination and approval of preliminary design documents for hydropower station construction projects

After the completion of the project, the owner of hydropower construction shall entrust a qualified unit to prepare the preliminary design document of hydropower construction project, and report it to the corresponding water administrative department for examination and approval according to the prescribed authority. When preparing the preliminary design documents of hydropower construction projects, units with corresponding qualifications shall reflect the relevant contents of the approved consent of comprehensive river basin planning, consent of flood control planning and water resources demonstration report, and prepare an environmental protection chapter (including water and soil conservation content) according to the requirements of environmental protection design specifications and technical standards of water and soil conservation, and implement the investment estimates of environmental pollution and soil erosion prevention, ecological destruction measures and environmental protection facilities in the environmental protection chapter according to the approved environmental impact report and water and soil conservation plan of construction projects.

Before the preliminary design documents of hydropower construction projects are submitted for approval, the construction unit shall generally entrust qualified engineering consulting institutions or organize experts in all aspects of the industry (including management, preparation and consultation, etc.). ) to consult and demonstrate the major issues in the preliminary design documents. The preparation unit shall supplement, modify and optimize the preliminary design documents according to the consultation and demonstration opinions. After examination, the construction unit shall report to the corresponding water administrative department for examination and approval in accordance with the prescribed authority.

The design unit must strictly guarantee the design quality and undertake the contract responsibility for the preliminary design. After the preliminary design document is approved, its main contents shall not be modified or changed at will, and shall be used as the technical document basis for the implementation of the project construction. If there are important amendments or changes, they must be examined and approved by the original examination and approval authority.

(6) Examination and approval for commencement of hydropower station construction project

After the preliminary design approval is completed, the construction project enters the construction preparation stage, and the hydropower construction owner should pay close attention to the preparation work before the project starts. Before the main project starts, the construction preparation must be completed, and its main contents include:

1, land requisition and demolition at the construction site;

2. Complete the construction of water, electricity, communication, road and site leveling and other projects;

3. Necessary temporary construction projects for production and living;

4. Organize bidding design, consulting, equipment and materials procurement and other services;

Before the commencement of the main project, the construction unit shall apply to the water administrative department for commencement (the relevant approval documents of the construction project shall be submitted), and the main project can be officially started only after it is approved to be included in the construction investment plan.

According to Article 6 of the Regulations on Quality Management of Water Conservancy Projects, the quality of water conservancy projects is managed by the project legal person (the construction unit), controlled by the supervision unit, guaranteed by the construction unit and supervised by the government. According to the relevant provisions of the Regulations on Quality Management of Construction Projects, Rules for Acceptance of Water Conservancy and Hydropower Construction Projects and Rules for Acceptance of Small Hydropower Construction Projects, the acceptance work belongs to the scope of government management responsibilities, and the water administrative departments at all levels and the owners' departments of small hydropower projects are the departments that represent the government to manage the acceptance work, and manage the acceptance work respectively according to the hierarchical management authority. Owners, construction, design, construction, construction supervision, quality supervision, scientific research, equipment manufacturing, operation management and other units are responsible for providing acceptance materials and related reports. The owner may entrust the construction unit or engineering supervision unit to be responsible for the collection and printing of acceptance data and reports.

Division and stage acceptance data are related to whether the project is completed and accepted, and valid visa materials are needed. There are not less than 5 originals of these visas, which will be temporarily kept by the project legal person and distributed to relevant units after completion and acceptance.

(1) Project acceptance of hydropower station division:

Division project inspection means that all unit projects of the division project have been completed, and the quality is all qualified, so the acceptance work can be carried out.

The acceptance working group is responsible for the acceptance of the divisional project, presided over by the project legal person or the competent leader, and organized the relevant professional and technical personnel of the design, construction and operation management units to carry out the acceptance, and the water administrative department should send personnel to participate.

The main tasks of sub-project acceptance are: ① to identify whether the project meets the design standards; (2) according to the current national or industrial technical standards, evaluate the engineering quality level; (three) put forward opinions on the problems left over from the acceptance; (4) The drawings, data and results of the acceptance of the divisional project are part of the completion acceptance data and must be compiled according to the completion acceptance standard; ⑤ The acceptance result of the divisional project is "divisional project acceptance visa".

(2) Stage acceptance of hydropower station construction project:

According to the needs of engineering construction, when the engineering construction reaches a certain critical stage (such as foundation treatment, important concealed works, river closure, reservoir storage, unit start-up, water supply project, etc.). ), should be phased acceptance.

The main work of stage acceptance is: ① check the quality and image of the completed project; (2) Check the construction situation of projects under construction; (three) to check the implementation of the plan and main technical measures of the proposed project, and whether it has the construction conditions; (4) Check whether the project to be put into use meets the application conditions; ⑤ Put forward handling requirements for the problems left over from acceptance.

The result of stage acceptance is "stage acceptance appraisal". After the appraisal is passed, the acceptance host will send it to the relevant units.

① Acceptance before completion of hydropower station construction project

Before the closure of the project, the acceptance before the closure should be carried out. The main work of acceptance before river closure: check the construction of completed underwater projects, concealed projects and diversion and river closure projects, and identify the quality of the projects; Review the closure scheme and check the implementation and preparation of closure measures; Check the implementation of land requisition for construction, resettlement and cleaning of the bottom of the reservoir, as well as the temporary measures taken to solve problems such as navigation obstruction; Study other problems found in acceptance and put forward handling requirements.

The acceptance before river closure shall be presided over by the project legal person, and the competent departments of design, construction, supervision, quality supervision, operation management and water administration shall send personnel to participate.

② Water storage acceptance of hydropower station construction project:

Before impounding the hydropower station project, it must be checked and accepted. Before acceptance, the water storage safety appraisal of the project shall be carried out in accordance with the relevant provisions.

According to the Regulations on the Safety Management of Reservoir Dams and the Measures for the Safety Appraisal of Reservoir Dams, the dam height15m or the storage capacity100000 m3 or above (including permanent water retaining structures and flood discharge, water conveyance and ship passing structures) or the dam height15m or the storage capacity100000 m3 or above.

The main work of water storage acceptance: check the construction of the completed project and identify the quality of the project; Review the water storage plan and check the implementation of water storage measures and preparations; Check the reservoir cleaning, land acquisition for construction and resettlement; To study the problems found in the acceptance, especially those affecting the safety of water storage projects, and put forward treatment requirements; Identify projects that can be handed over.

The water storage acceptance shall be presided over by the project legal person and the water administrative department, and the design, construction, supervision, quality supervision and operation management units shall send personnel to participate.

Hydropower station construction projects shall not store water without authorization before the acceptance of water storage.

③ Start-up acceptance of the hydropower station construction unit.

Before each unit of hydropower station is put into operation, the unit should be started and accepted.

The main work of unit start-up acceptance: check the relevant engineering construction and equipment installation, and identify the quality; Review the unit start-up operation plan and whether the unit has the conditions for start-up trial operation, and determine the unit start-up time. Review the conditions for unit start-up.

The unit startup acceptance shall be presided over by the project legal person and the grid-connected management unit * * *, and the design, construction, supervision, quality supervision, operation management unit and water administrative department shall send personnel to participate, and local governments and relevant departments shall be invited to participate if necessary.

Unit startup acceptance certificate is the basis for unit handover and commissioning.

2. Acceptance of other related projects of hydropower station construction project:

(1) Acceptance of water and soil conservation scheme for hydropower station construction project:

According to Article 19 of the Water and Soil Conservation Law and Article 14 of the Regulations for the Implementation of the Water and Soil Conservation Law, the water and soil conservation facilities in hydropower construction projects must be designed, constructed and put into use at the same time as the main project. Provisions that construction projects shall not be put into use if the acceptance of soil and water conservation facilities is unqualified.

During the completion acceptance stage of hydropower station construction project, the construction unit shall, jointly with the water and soil conservation scheme compiling unit, inspect the completion of water and soil conservation facilities according to the approved water and soil conservation scheme report, design document content and engineering quantity, and compile a summary report on the implementation of water and soil conservation scheme and a technical report on the completion acceptance of water and soil conservation facilities. In line with the acceptance conditions, an application for acceptance of water and soil conservation facilities may be submitted to the organ that approves the water and soil conservation plan (the construction unit shall attach a technical evaluation report to the hydropower station construction project that needs technical evaluation first).

After receiving the application for acceptance, the water administrative department shall organize relevant units (construction unit, water and soil conservation scheme preparation unit, design unit and construction unit). Representatives and experts of supervision units and monitoring report compilation units. Set up an acceptance team to inspect the construction site and put forward acceptance opinions according to the acceptance application, relevant achievements and materials.

Acceptance opinions must be agreed by more than two-thirds of the members of the acceptance group, and the members of the acceptance group and the representatives of the inspected units shall sign the acceptance documents; For qualified projects, the water administrative department shall handle the acceptance formalities in time and issue the acceptance certificate of soil and water conservation facilities, which is one of the important basis for the completion and acceptance of hydropower station construction projects; The water administrative department responsible for the acceptance of unqualified projects shall order the construction unit to make rectification within a time limit until it is qualified.

(2) Completion acceptance of environmental protection facilities of hydropower station construction project:

The completion acceptance of environmental protection facilities shall be carried out at the same time as the completion acceptance of the main project. For a construction project that needs trial production, the construction unit shall, within 3 months from the date when the construction project is put into trial production, apply to the competent administrative department of environmental protection that examines and approves the environmental impact report, environmental impact report form or environmental impact registration form of the construction project for the completion acceptance of the environmental protection facilities that need to be built by the construction project.

Environmental protection facilities that need to be built for hydropower station construction projects must be designed, constructed and put into use at the same time as the main project.

3, hydropower station construction project completion acceptance

When all small hydropower projects are completed and can be put into operation normally after trial operation, completion acceptance must be carried out. After the completion of each phase of the phased construction project, the completion acceptance shall be carried out separately. The completion acceptance shall be carried out within 3 months after the completion of all projects. Acceptance is indeed difficult, with the consent of the project acceptance host, the time limit may be appropriately extended.

Before the completion and acceptance of hydropower station construction projects, preliminary acceptance shall be conducted. The main tasks of the preliminary inspection are as follows: ① Listen to the reports from the construction (supervision), design, construction, production and other units. Check whether the completion acceptance information is complete, and if it is not complete, it should be filled within a time limit; (2) check the construction situation of the project, and preliminarily evaluate the quality grade of the project (there should be a quality evaluation report of the quality supervision department of the water conservancy industry); (3) Put forward opinions on outstanding problems that have not been solved, and determine the list of finishing work, completion period and budget amount; (4) Trial completion final report to evaluate the project benefit; ⑤ Put forward the preliminary inspection report and suggest the scope and date of completion acceptance; 6. Draft the first draft of completion acceptance appraisal.

After the initial inspection is qualified and meets the completion acceptance conditions, the owner (construction unit) shall submit a written application to the water administrative department.

The preliminary acceptance of completion shall be presided over by the department that examines and approves the preliminary documents of the project, and relevant units such as design, construction, supervision, quality supervision and operation management shall send personnel to form a completion acceptance committee (group), and local governments and relevant departments shall be invited to participate when necessary.

The main tasks of the completion acceptance committee (group) are: ① to listen to and review the reports of construction, design, construction, production and other units and the work report of the preliminary inspection group; (2) review the construction and operation of the project, and evaluate the quality grade of the project according to the quality appraisal opinions put forward by the quality supervision department of the water conservancy industry; (3) coordinate various contradictions between relevant departments and units, examine and approve outstanding problems, implement treatment measures and unfinished work list, and reserve budget amount; (4) Review the final accounts report and evaluate the project benefits; ⑤ Discuss and pass the completion acceptance certificate, and all members (members) of the acceptance committee (group) will sign the completion acceptance certificate (allowing a few members to keep different opinions and file them for future reference); ⑥ Preside over the handover signing ceremony between the construction unit and the production unit; All landowners completion acceptance certificate shall be signed by the acceptance unit; After the formal signing of the completion acceptance certificate takes effect, it will serve as the basis for the transfer of fixed assets to the production unit; Both parties should go through the relevant handover procedures as soon as possible, and the production unit should strengthen the management of fixed assets.
