According to the definitions of the Basic Law of the Hong Kong Special Administrative Region and the Basic Law of Hong Kong, the following persons (permanent residents of the Hong Kong Special Administrative Region) enjoy the right of abode in Hong Kong.
1. China citizens born in Hong Kong before or after the establishment of the Hong Kong Special Administrative Region.
2. China citizens who have ordinarily resided in Hong Kong for more than seven consecutive years before or after the establishment of the Hong Kong Special Administrative Region.
3. Non-China nationals who entered Hong Kong with valid travel documents before or after the establishment of the Hong Kong Special Administrative Region, have ordinarily resided in Hong Kong for more than seven consecutive years, and have taken Hong Kong as their permanent residence.
4. Children under the age of 21 born in Hong Kong before or after the establishment of the Hong Kong Special Administrative Region by the residents listed in item (4).

China citizens who meet one of the following conditions are eligible to apply for Hong Kong permanent identity cards issued overseas: they were born in Hong Kong and their parents have settled in Hong Kong at the time of birth or at any time after birth. Usually lived in Hong Kong for at least seven consecutive years before or at any time after the establishment of the Hong Kong Special Administrative Region.
Born outside Hong Kong, and at the time of birth, the father or mother was a China citizen and had the right of abode in Hong Kong.
People who have the right of abode but do not hold a Hong Kong permanent identity card must apply for a Hong Kong permanent identity card at the same time when applying for a HKSAR passport. In addition to the above-mentioned documents required to apply for a HKSAR passport, the applicant must also submit an application form for a Hong Kong permanent identity card (ROP 18 or above, ROP 143 is applicable to persons below 18).
Provide any of the following documents (original and photocopy): "Hong Kong Certificate of Identity"; Abbreviation); British National (Overseas) Passport (BNO); "British Dependent Territories Citizen (Hong Kong) Passport" (BDTC); Abbreviation); Other documents that can prove that the applicant enjoys the right of abode in Hong Kong.
A recent color photo in duplicate. If the applicant originally held a Hong Kong identity card (non-permanent), he should return it with the application. The application for identity card can only be submitted together with the application for SAR passport, and cannot be submitted separately.
