Legal analysis: The policy of extra points for college entrance examination is aimed at special students in college entrance examination, which is mainly formulated to make up for some defects in the enrollment system of colleges and universities. Because of the unfairness of the policy of adding extra points to the college entrance examination, it has aroused social discussion. The policy of extra points for the 2009 college entrance examination issued by the Ministry of Education has three forms of extra points: "20 points for filing", "0/0 points for filing" and "preferential admission". Students who take part in the college entrance examination have specialties in sports and literature, and have passed the tests of professional departments, giving some extra points in addition to the test scores. This is a measure to encourage students to pay attention to improving their comprehensive quality under the current examination-oriented education system.

Article 1 The provinces that have finished the general senior high school entrance examination, after being studied by the Provincial Education Commission and reported to the provincial government for approval, can implement the college entrance examination reform step by step according to the college entrance examination subjects determined in document 0 1990.

Article 2 Colleges and universities should determine the subject group of college entrance examination according to the proposal of selecting departments and majors issued by the College Student Affairs Office of our Committee [1990]06 1. In addition to approval, it is generally not appropriate to make another choice to ensure that the reform pilot gains experience.

Article 3 Graduates from technical secondary schools, technical schools and vocational high schools who have worked for two years can directly take the college entrance examination with the consent of their units. However, it is recommended that the fresh graduates of vocational high schools be around 5% (the specific measures shall be formulated separately) and directly apply for higher education.

Article 4 The fresh graduates of secondary schools affiliated to art colleges must take five subjects, namely, politics, Chinese, history, geography and foreign languages, in the provincial general high school entrance examination. Those who pass the examination and meet the requirements of the prescribed level (set separately) can directly take the professional examination in art colleges; Ordinary high school graduates who apply for higher art colleges must pass nine high school examination courses (including politics, Chinese, history, geography and foreign languages, which must meet the requirements of the State Education Commission) before they can take professional examinations in higher art colleges and departments. The school accepts students in accordance with relevant regulations.
