In order to further improve the pilot work of ex situ poverty alleviation and relocation in our region, and learn from the pilot experience of brother provinces and regions, from September 10 to September 2 1 0, our office and office took the lead in organizing comrades from Baise City, Pingguo County, Longlin County, Tiane County and other development and reform systems to study, inspect and investigate in Qinghai and Gansu provinces (hereinafter referred to as "two provinces"). The investigation took the form of on-site observation and communication, and the investigation is now reported as follows:

I. Basic information

(1) Qinghai Province has 15 national poverty alleviation and development counties and 10 provincial poverty alleviation and development counties. From 2004 to 2008, the total number of people relocated was 65,438+0,370 and 66,800 respectively. The total investment of the relocation project is 840 million yuan, of which 440 million yuan is invested in the central budget of the poverty alleviation relocation project arranged by the state. With the strong support of the state, we will adhere to the policy of development-oriented poverty alleviation, focus on solving the problem of food and clothing for the poor, strive to improve the production and living conditions in poverty-stricken areas, actively cultivate and develop characteristic industries, and broaden the channels for the poor to increase their income through various means. After years of efforts, by the end of 2008, the number of poor people had dropped from 65,438+976,700 in 2000 to 757,000. There are three ways of resettlement: centralized resettlement, independent resettlement and cross-county resettlement.

(2) There are 43 key counties for poverty alleviation and development in Gansu Province. In 2008, the central budget of the ex situ poverty alleviation and relocation project arranged by the state invested 270 million yuan, with a population of 610.3 million. Since the implementation of the 20001ex situ poverty alleviation and relocation pilot organization, the state has invested a total of 654.38+0.46 billion yuan in special funds for ex situ poverty alleviation and relocation, and relocated more than 340,000 people. Main resettlement method: 1. From mountainous areas, gully areas and areas with serious geological disasters, centralized resettlement will be carried out in rivers and plains with convenient transportation and good basic conditions. 2 relying on small and medium-sized water conservancy projects, through the legal development of wasteland or the use of idle land on the farm for centralized resettlement. 3. Rely on centralized resettlement in counties, small towns and central villages.

Second, the main practices

According to the investigation in the two provinces, the ecological environment of the resettlement areas has been restored and protected, the resources such as land and labor have been rationally and effectively allocated, the infrastructure in the resettlement areas has been improved, the production and living conditions of the relocated people have been significantly improved, and some leading industries in the resettlement areas have taken shape. Through the implementation of relocation, the organic combination of economic benefits, social benefits and ecological benefits has been realized, the pace of poverty alleviation has been accelerated, and the space for getting rich has been further broadened. The main practices of the "two provinces" pilot are:

(a) to strengthen organizational leadership, close cooperation with departments. Provincial Party committees and governments strengthen leadership, set up leading groups for ex situ poverty alleviation and development projects, designate leaders in charge, implement work responsibilities, and clarify the division of work among departments. Under the leadership of the municipal and county governments, the departments of development and reform, poverty alleviation, land, construction, water affairs, education, health, agriculture, forestry, transportation, electric power and so on coordinate and cooperate. On the basis of coordination, allocation and replacement are adopted to focus on solving the difficulties of land relocation. If cross-village resettlement is really necessary, the people's government at the county level shall uniformly requisition resettlement land in accordance with the relevant planning requirements. At the same time, actively carry out land consolidation in the original residential areas to achieve a balance between occupation and compensation. Attach importance to the supporting construction of water, electricity, roads, culture, education, health and other infrastructure in the relocation area of ex situ poverty alleviation projects.

(two) pay attention to planning and guidance, do a good job in the preliminary work of the project. Combined with the new rural construction planning and village planning in the new period, the land, water source, water quality, schooling and medical care of each project were investigated in depth. After comparison and selection of multiple schemes, the region with no geological disasters, flat terrain, convenient transportation, water resources and good economic and social development environment was selected. For every ex situ poverty alleviation and relocation project, it is necessary to conduct household surveys and field visits, and organize symposiums to understand the wishes of the masses and listen to their opinions and suggestions extensively, so as to lay a solid foundation for the smooth implementation of the project. In order to organize ex situ poverty alleviation benefit evaluation and ex situ poverty alleviation planning, Qinghai Province arranged special funds in the provincial budget in the first half of this year.

(3) Strengthen capital integration and project management. In the process of project construction and implementation, ecological environment construction, supporting infrastructure construction, subsequent industrial development, social undertakings improvement, etc. Make overall consideration, raise funds from various sources, and concentrate technology, talents, materials and all forces in poverty alleviation, industrial interest subsidies, rural labor force training, and work-for-work relief. For example, in Gansu Province, 60% of the plan to 10 has been implemented in 2009, and 50% of farmers can move into new houses by the end of this year. Most areas can do a good job in the preliminary work of the project according to the relevant regulations, organize the project implementation and acceptance according to the approved project investment plan, and actively organize the masses to participate in the project construction.

Third, the inspection experience

Through investigation and comparison, the members of the investigation team have a more intuitive and profound understanding and understanding of ex situ poverty alleviation and relocation. It is deeply felt that the implementation of the pilot project has effectively solved the poverty alleviation and development problem of the poor people in the "one side of the soil and water can not support one person" area. This project is indeed a popular project, a project to benefit the people, and a project to satisfy the people. To implement it well and achieve the expected goal, we must pay double the hardships.

(1) Determining the relocation scale based on industrial development is the core and foundation to solve the problem of ex situ poverty alleviation and relocation. The pilot work of ex situ poverty alleviation and relocation is complicated, but the most important thing is to solve the problem of industrial development. With the support of the industry, the livelihood can be solved after the relocation. Qinghai and Gansu provinces attach great importance to industrial development in ex situ poverty alleviation and relocation. All resettlement sites are mainly based on industry, and according to their respective conditions, agriculture should be suitable for agriculture and animal husbandry should be suitable for animal husbandry. (2) Scientific planning and layout, overall development and construction, and pre-project work are the premise and foundation of project implementation. Before the implementation of the project, first of all, we should seriously study and understand the national methods and policies on ex situ poverty alleviation and relocation, move out of towns and villages in depth, understand the farmers' willingness to move, actively publicize the policies and subsidy standards for ex situ relocation, and do a good job in ideological mobilization of the relocated people in depth and detail. So that the people who have been demolished can fully understand their rights and policies, arouse their enthusiasm to participate in the relocation, and on this basis, reasonably determine the scope and object of relocation. Secondly, the government will organize relevant departments to survey, evaluate and demonstrate the water and soil resources in this area, select the land with large environmental capacity, good water and soil resources and social conditions, great industrial development potential and large carrying capacity for planning, determine the location and scale of ex situ poverty alleviation and relocation, and on this basis, carefully prepare the implementation plan.

(3) Strengthen leadership and clarify responsibilities, rights and interests, which is the key to implement the project well. Only by strengthening organizational leadership, clarifying the rights, responsibilities and obligations of each member of the project leading group, and implementing the decomposition of organization, leadership, personnel and tasks, can we ensure the orderly progress of the project construction.

(d) Strict system management is the guarantee of project implementation. The ex situ poverty alleviation relocation project involves many problems such as project construction, mass relocation and resettlement, land adjustment, policy coordination, household registration management and so on. Making a feasible project and fund management system in the process of project implementation can not only ensure the regularity and quality of project construction, but also promote the timely arrival of funds. In addition, it is very important to establish a perfect immigration management system to ensure social stability and normal production and life in the resettlement areas.

(5) Strengthening project supervision and inspection is an important link to improve project quality. Ex situ poverty alleviation and relocation projects involve a number of individual projects. The quality of the project is related to the vital interests of the relocated people and the success or failure of the pilot work. In addition, the pilot project is very policy-oriented, and there will be many unpredictable difficulties and problems in the implementation process. The comprehensive management department and relevant functional departments must supervise and inspect the whole process of project implementation to ensure that problems are found and solved in time.

Four. Work suggestion

In order to ensure the effectiveness of the pilot project construction in our region, combined with the preliminary development of the pilot work and drawing on the pilot experience of other provinces, the following work needs to be done in the next step.

(a) the development of leading industries, strengthen the relocation of the masses training. Resettlement of people from their original residence to resettlement areas requires a process of adapting to the production and lifestyle of new resettlement sites. The project implementation counties (cities, districts) should implement the spirit of the Fourth Plenary Session of the Seventeenth Central Committee of the Party, thoroughly implement Scientific Outlook on Development, continue to emancipate the mind, persist in reform and opening up, rely on the relocated people, strive to develop the economy, and solve the difficulties and problems in the production and life of the relocated people. With the increasing shortage of land resources and rising land prices, centralized resettlement is becoming more and more difficult, so it is necessary to choose suitable relocation sites and industrial development. Industrial development can take a multi-pronged approach to ensure better industrial development. It is necessary to organize training courses, arrange technicians to go deep into the fields, and take measures such as passing, helping and taking, so that the relocated people can master practical technology and improve their production skills. At the same time, all localities should rely on the resource advantages of resettlement areas, concentrate on leading enterprises and location advantages, face the market, cultivate and develop leading industries, develop production according to the idea of combining agriculture with animal husbandry and intensive management, constantly adjust industrial structure, and broaden income-increasing channels, so that the relocated people can rely on industries to get rid of poverty and become rich.

(2) Strengthen supervision, inspection and guidance. County (city, district) development and reform departments should strengthen the whole process management of ex situ poverty alleviation and relocation pilot projects, and organize relevant departments to do a good job in the audit of relocation objects, the management card of relocated farmers and the qualification examination form of relocated population, the registration form of allocated land in resettlement areas, construction technical guidance, engineering quality inspection, data collation and progress report. Regularly inspect the project, timely understand and master the project construction, the availability of funds and the use of funds, and coordinate and solve the problems existing in the project construction. If the project quality is unqualified, the use of funds is not standardized, and the implementation content is inconsistent with the approved plan, it should be dealt with severely and rectified in time. The relocation office of the autonomous region will inspect and guide the pilot work according to the implementation of the project reported by all localities.

(3) Do a good job in project integration. In the pilot project, due to the limited state investment, it is still difficult to solve the living and development problems of the relocated people in the short term. It is necessary to pay equal attention to production and life, give full consideration to broadening the income-increasing channels for relocated people and supporting the subsequent industrial development, and improve the construction of agricultural technology popularization, circulation system of agricultural and livestock products, agricultural information service system, medical care, health and education service system in resettlement areas. Only by strengthening the fund integration of relevant departments and providing comprehensive support from multiple departments can the relocated households be helped to achieve stable poverty alleviation as soon as possible. Therefore, we should actively guide the funds for transportation, agriculture, forestry, water, animal husbandry and fishery, land improvement, grass-roots political power construction, education, health and other projects, and do a good job in the bottom-up project integration with the county as the unit, the project as the support, the planning as the basis, and the original management channels in order and the nature of the use of funds unchanged. County (city, district) governments play the role of overall planning, leadership and coordination of all parties, organize relevant departments to do a good job in the examination and approval of individual project design schemes and projects in the implementation plan according to their respective business scope, ensure the implementation of the project, and give full play to the overall benefits of funds.
