1998, Italy's first immigration law was promulgated, which clearly stipulated the right of international students to study and work in Italy and became the legal guarantee for immigration to Italy. In July 2002, Italy revised and promulgated a new immigration law, further recognizing its policy of conditionally accepting foreign immigrants: (1) Italian citizens and parents of foreign nationals (for family reunion, not for work); (2) Spouses and children of Italian citizens and foreigners (work permits must be obtained first); (3) Anyone who immigrates to Italy must pay a certain fee to the government, usually 5% of his personal income, as a repatriation fund without living security in the future; (4) Foreigners who enter Italy illegally, regardless of whether they have jobs or not, will be repatriated immediately and severely punished. Recently, the Italian cabinet passed a decree to amend some rules of the current immigration law, making it easier for foreign immigrants living in Italy to go through family reunion procedures.
