Article 1 In order to strengthen the safety management of reservoir dams (hereinafter referred to as dams) and ensure the safety of people's lives and property, these Detailed Rules are formulated in accordance with the Regulations of the State Council on the Safety Management of Reservoir Dams (hereinafter referred to as the Regulations) and combined with the actual situation of our province. Article 2 These Detailed Rules are applicable to dams with dam height15m or storage capacity100000 cubic meters in this province.

The dam includes permanent water retaining structures, matching flood discharge, water conveyance and ship passing structures, and power plants connected with the dam.

Dam height15m or above10m or storage capacity100000 m3 or above100000 m3, which is potentially dangerous to the safety of important towns, traffic trunk lines, important military facilities and industrial and mining areas, shall be managed with reference to these Detailed Rules. Third dam expansion, reconstruction, reinforcement engineering design must be undertaken by units with corresponding qualifications; And in accordance with the technical management regulations formulated by the relevant departments of the state and the province, the design documents are compiled, reported to the relevant competent departments for examination and approval, and implemented in accordance with the approved design plan. Article 4 The design of a dam project includes the main project and the engineering observation items matched with the main project, such as seepage pressure, seepage, deformation, settlement, displacement, rainfall, water level and flow. , as well as the design of facilities such as communication, power, lighting, transportation, fire protection and management rooms.

The existing dams with imperfect facilities mentioned above should be supplemented and improved in the design of expansion, reconstruction or reinforcement. Fifth dam construction must be undertaken by the construction unit with the corresponding qualification certificate. The construction unit must carry out construction and management in accordance with the design documents and drawings stipulated in the construction contract and the norms and procedures formulated by the relevant departments of the state and province. Article 6 To build a dam, the construction unit shall, according to the approved design scheme, request the people's government at or above the county level to delimit the management scope and protection scope according to the following standards, and set up boundary markers. The delineation of the dam management scope within the urban planning area must conform to the urban planning.

(a) large reservoirs (capacity 1 100 million cubic meters or more) and important medium-sized reservoirs, the horizontal distance from the dam foot is not less than 200 meters, and the horizontal distance from the left and right bank walls (or dam tops) is not less than 50 meters.

(2) For dams of medium-sized reservoirs (the storage capacity is greater than 100000 cubic meters but less than100000 cubic meters) and important small reservoirs, the horizontal distance from dam toe shall not be less than100 meters, and the horizontal distance from left and right bank walls (or dam heads) shall not be less than 30m.

(3) The management scope of small reservoirs (with a storage capacity of more than 65,438+10,000 cubic meters but less than 65,438+10,000 cubic meters) shall be delineated by the people's government at the county level according to the actual situation.

The reservoir dam management unit shall, according to the actual needs, draw the local people's government to delimit the scope of reservoir dam protection.

If the spillway of large and medium-sized reservoirs is beyond the scope of dam management and protection, the horizontal distance of the lateral wing wall of the spillway shall not be less than15m.

(four) the scope of management and protection of dams that do not meet the design standards can be appropriately expanded.

The scope of management and protection of reservoir dams that have been delineated exceeds the above standards and will not be changed. If it fails to meet the above standards, it shall be redrawn according to the above standards.

If the management and protection scope of the built dam has not been delineated, it shall be reported to the people's government at or above the county level for delineation according to the needs of safety management and the standards stipulated in these rules.

The ownership and use right of land within the scope of management and protection of reservoir dams shall be implemented in accordance with relevant state laws, regulations and rules. Article 7 Within the scope of dam management and protection, blasting, well drilling, quarrying, mining, sand digging, earth borrowing, grave repairing, land reclamation, fish frying, exploitation of underground resources and other activities endangering dam safety are prohibited.

Without approval, houses and other buildings shall not be built within the scope of dam management and protection. The original buildings that hinder dam safety within the scope of dam management and protection shall be demolished; Approved by the competent department of the dam to suspend the demolition, should be measured and registered, and shall not be expanded or rebuilt. Article 8 Crawler tractors, hard-wheeled vehicles and heavy vehicles are prohibited from driving on the dam crest and abutment; Without the permission of the dam management unit, no motor vehicle may drive on non-dams and dam slopes. Ninth dam authorities should be equipped with qualified full-time safety management personnel as required:

No less than 5 people in large reservoirs; No less than 3 people in medium-sized reservoirs; Small reservoirs are not less than 2 people. Article 10 For reservoirs and dams that do not meet the flood control standards and seismic fortification standards stipulated by relevant state departments, or have serious quality defects, plans must be made for their control and operation.

The controlled operation plan is compiled by the project management unit, audited by the dam authorities, and submitted for approval and filing according to the following procedures: large reservoirs, after soliciting the opinions of the county-level three-prevention headquarters where they are located, are reported to the municipal three-prevention headquarters for review, approved by the provincial three-prevention headquarters, and sent to the provincial people's government and the national flood control and drought relief headquarters for filing. Medium-sized reservoirs are audited by the county-level three-prevention headquarters, approved by the municipal three-prevention headquarters, and sent to the provincial three-prevention headquarters for the record. Small reservoirs are put forward by the township water conservancy management institutions, approved by the county three defense headquarters, and sent to the municipal three defense headquarters for the record. Eleventh dam management units must reserve the main materials for flood control and emergency rescue according to the following standards:
