The responsibilities of governments at all levels and relevant departments are clarified, and it is stipulated that people's governments at or above the county level should strengthen their leadership in the prevention and control of geological disasters and ensure the funds for the prevention and control of geological disasters; The competent department of land and resources is responsible for the organization, coordination, guidance and supervision of the prevention and control of geological disasters; Relevant functional departments are responsible for the prevention and control of geological disasters according to their respective responsibilities.

Geological disaster avoidance should be combined with local new rural construction, small town construction, rural dangerous house renovation, land consolidation and poverty alleviation and resettlement in deep mountain areas of the reservoir area, and funds should be co-ordinated through multiple channels.
In addition, the "Regulations" also refine the legal responsibilities for illegal acts that may cause geological disasters, fail to conduct geological disaster risk assessment in accordance with regulations, occupy or damage warning signs, monitoring facilities and engineering facilities for geological disaster prevention and control.
