The Housing Authority has implemented the "Public Housing Tenants Subsidy Policy" (commonly known as the "Rich Households Policy") since 1987 to provide financial assistance to the poor. Housing subsidies will be reduced for households that no longer need assistance to encourage wealthy households to move out of public housing units and ensure the rational allocation of public housing resources. Tenants who live in public rental housing (including interim housing residents) for ten years or more are required to declare their household income to the Housing Authority every two years.

Tenants who do not declare will be required to pay double the net rent/temporary permit fee plus rates. Households whose household income exceeds the specified income limit are required to pay one-and-a-half times or double the net rent/permit fee plus rates, depending on the situation. The relevant income limits will be reviewed annually by the Housing Authority.
