Why did retired teachers in Yunyang County not receive living allowances in 2010?

1. Social disrespect. Although governments at all levels have documents regarding the treatment, care and enjoyment of retired teachers, they have not been implemented.

(1) Yunweifa (2009) No. 23 of the Yunyang County Party Committee stipulates that elderly people over 70 years old are free of charge for taking buses. But when the bus saw these old people greeting them, they just passed by without pretending to leave.

(2) Outpatient registration fees, tourist attractions, etc. will be halved or waived. Documents not executed will still be charged.

2. The school is disrespectful.

(1) In-service teachers in many schools can celebrate Teachers' Day, but retired teachers do not.

(2) In-service teachers can enjoy gifts and subsidies during holidays, but retired teachers have no flowers.

(3) In-service teachers who are seriously ill and hospitalized can receive money for condolences, but retired teachers turn a blind eye.

(4) Before the implementation of free compulsory education, in-service teachers could receive bonuses for the large amount of fees charged by schools, while retired teachers had no money.

3. The government does not respect.

(1) Teachers have implemented performance-based pay since last year. The performance-based pay of teachers in Yunyang County is the second to last among the 40 districts and counties in Chongqing and one of the lowest in the city. The living allowance of retired teachers is not enough. It is calculated and paid according to the basic part (70%) of performance salary. The gap between the total performance salary of in-service teachers and the living allowance of retired teachers is too large. In 2009, Yunyang County was awarded the advanced county in the city as the Chongqing Municipal Government assessed 12 tasks including people's livelihood income. However, the living allowance of retired teachers was the second to last in Chongqing. Does this mean that the government respects retired teachers?

(2) In recent years, the government can increase the salary of in-service teachers by one level each year, while retired teachers will not receive a penny increase.

(3) Living allowances for retired teachers are not treated equally, and there are large differences in regional levels. In 2009 alone, the living allowances for retired teachers with intermediate professional titles in Jiangbei and Yuzhong districts of Chongqing were more than 1,500 yuan per month, while Yunyang County paid 663 yuan. What a difference! If we follow what government officials say, "living allowances are subsidies for rising prices." However, our Yunyang County is a large immigration county in the Three Gorges Reservoir Area, and its industries are empty. All kinds of daily necessities are shipped in from other places, which increases transportation costs. The formation price is more expensive than the main city and Wanzhou. The price of natural gas for residential use only is 1.72 yuan per cubic meter in the nine districts of Chongqing's main city and 1.78 yuan in Yunyang County. Could it be said that prices in our county are lower than those in the main city?

(4) Cancel the branches directly under the association that seek benefits for retired teachers. In 2008, retired teachers in Yunyang New County, under the leadership of the branch directly under the Retired Teachers Association, reported to their superiors in a polite and orderly manner in accordance with policies and regulations the low living allowance of teachers in Yunyang County and the large gap between regional industries. However, the then leader of the County Education Committee, Zhao Minghua, organized personnel to stop her at the station and dock, prevent her from petitioning, and recall her to hold a symposium. In April 2009, the County Education Committee issued a document, Yunjiaoren (2009) on the 14th, canceling the branches directly under the union, handing over their official seals, and stopping the withdrawal of funds for union activities. Since then, the retired teachers have also reported to the relevant departments at higher levels that the association directly under the Association for Economic Cooperation and Development should not be withdrawn, but have so far ignored it. The retired teachers who now live in the remote mountainous areas of the new county have neither group organizations nor held activities, and have suffered great physical and mental harm. Does this mean that the government respects retired teachers?

Without retired teachers yesterday, there would be no current teachers today. Without coordinated planning between urban and rural areas, poor counties will suffer even more from poverty.

Education must develop in a balanced way, and first of all, wages and benefits must be balanced. This is the truth!
