Step 1: Get the passport application form for going abroad.

Those who plan to go abroad to visit relatives, friends, travel, study abroad, settle down, find employment or engage in other non-official activities need to apply for an Ordinary Passport of the People's Republic of China. In order for you to travel as soon as possible, please read this notice and follow the following steps.

(1) Please bring your ID card or household registration book to the local police station, the Foreign Affairs Section (room) of the Public Security Branch (county) and the Exit-Entry Administration Office of the Beijing Public Security Bureau to receive the Application Form for China Citizens Going Abroad for Private Purposes (hereinafter referred to as the Application Form).

(2) Please explain the country (region) and the reason when you receive the form, so as not to get the wrong form.

Step 2: Fill in the passport application form and prepare the corresponding supporting materials.

One, fill in the "application" should pay attention to:

(a) the "application form" must be filled in black or blue-black ink, and the handwriting is clear and neat, and no alteration is allowed.

(two) to fill in the name of the applicant, it is necessary to use the simplified words of the national standard, which are consistent with the household registration book and the resident identity card.

(3) "Pinyin name" must be spelled in Mandarin; "Date of birth" must be consistent with the household registration book and ID card; Fill in the province or municipality directly under the central government as "birthplace"; "Marital status" should be filled in according to the actual situation.

(4) "domicile" refers to the detailed address of the applicant's domicile, which shall be consistent with the household registration book.

(five) "political outlook" can be filled in "party member", "League members", "names of democratic parties" and "masses".

(6) "Education level" shall be filled in according to the highest education level recognized by the national education authorities. "Occupation, position and title" should be filled in according to the current situation of the applicant and the "title" recognized by the state.

(seven) "work unit" must fill in the full name. If the applicant's personnel file is inconsistent with the work unit, fill in the current work unit and indicate the file storage location in the remarks column. If the personnel files of retirees are stored in the original unit, fill in the original unit.

(8) "Number of applications for leaving the country for personal reasons" refers to the number of applications for leaving the country at the public security organs. Those that are not approved are also counted together, and those that are not approved are explained in the remarks column.

(9) "My resume" should be filled in from junior high school, and the start and end dates should be accurate and cohesive.

Second, about the unit or the police station. (cancelled in new measures)

(a) national public officials, by the organization and personnel department according to the cadre management authority issued opinions.

(2) The employees of state-owned enterprises and institutions shall be signed by the legal representative of enterprises and institutions or the personnel and security departments of their authorized units. If the legal representative applies for going abroad, the corresponding superior personnel management department shall issue an opinion.

(three) students over 65438 04 years of age (including 65438 04 years of age), a certificate issued by the school. If the age is below 14, the parents or guardians shall issue a certificate of consent to go abroad, except for the opinions of the unit or the police station. If the guardian is a grandparent, grandparent or relative, he/she must submit a certificate that can prove the kinship, such as the kinship certificate of the police station or guardian unit and the household registration book that can prove the kinship.

(4) Personnel other than those mentioned in (1), (2) and (3) above, if their files are kept in the National Talent Exchange Center, Beijing Talent Exchange Center or Beijing Vocational Introduction Center, can be certified by the Center; Files are stored in the talent exchange centers of cities and counties, and opinions are issued by the personnel bureau or labor bureau of the "center" and the district (county) respectively. The talent exchange centers of ministries and commissions and the talent exchange service center of Beijing education system approved by the competent state department only give opinions on the floating personnel in the system filed in the center.

(five) Beijing residents who work in other places meet the requirements of Articles 1 and 2, and their units shall issue opinions. If the archives are stored in talents from other provinces, municipalities directly under the Central Government and provincial capital cities (cities with separate plans), opinions shall be issued by talents.

(6) Other personnel shall be recommended by the local police station where the permanent residence in Beijing is located.

(7) Temporary residents from other provinces (autonomous regions and municipalities directly under the Central Government) who have worked continuously in foreign-funded enterprises, resident representative offices of foreign enterprises and mixed-ownership enterprises in Beijing for 1 year and stayed in Beijing for more than 1 year, who need to go abroad because of their business, shall be issued with opinions on going abroad by the local police station, the applicant and the place where the file is located, and shall be examined and approved by the exit-entry administration organ and the public security organ at the place where the household registration is located according to law. The opinions of the unit or police station shall be valid within 6 months from the date of issuance.

Three. Description of the corresponding certification materials

Photo standard: glossy paper, white or light blue background color. Please use a light blue background for those who wear white clothes, and it is best to use a white background for those who wear other colors. Photos require clear portraits, rich levels and natural expression. Public officials do not wear standard clothes, and children do not wear red scarves. The size is the passport photo size, that is, 48mm x 33mm; Head width: 21-24 mm; Head length: 28-33mm. Do not meet the above requirements and one-time snapshots, re-taken photos or photos printed by color printers will not be accepted.

3. According to your reasons for going abroad, you need to prepare the following supporting materials:

The certification materials are valid for 6 months from the date of issuance. If it is in a foreign language, it must be translated into Chinese by a designated translation company.

Visit relatives and friends:

(1) An invitation letter refers to a formal invitation letter or a letter with invitation contents.

(2) The residence certificate of the inviter in the country of residence refers to the identity or residence certificate or study and work certificate issued by the government of the country where the inviter is located; The destination of the invitee must be consistent with the country where the inviter lives. Public personnel sent abroad can also be certified by the sending unit.

(3) The following persons are exempt from the invitation letters of relatives and friends and residence certificates: <1> Citizens over the age of 60 who go abroad with their parents and citizens under the age of 16 (if their parents have obtained passports, submit a copy of their parents' passports); & lt2> Visit spouses, parents and children; & lt3> The certificate of returned overseas Chinese and their relatives issued by the Overseas Chinese Affairs Office of the county or city where the household registration is located, or the certificate of returned overseas Chinese in Beijing issued by the Overseas Chinese Affairs Office of the Beijing Municipal Government.

(4) If the family members of the personnel going abroad on business accompany them, they shall submit a letter from the institution where they work and an invitation letter from the personnel going abroad on business.

Travel:

(1) When traveling abroad, an individual must submit a certificate of foreign exchange expenditure of not less than US$ 4,000 equivalent in international currency, that is, a certificate of deposit or bank certificate in the name of the applicant or a certificate that an overseas bank designated by overseas relatives and friends uses the applicant's deposit in the form of a frozen account;

(2) To participate in overseas tour groups organized by travel agencies, full travel expense invoices issued by travel agencies with the right to travel abroad must be submitted.

Studying abroad:

(1) If you study abroad at your own expense, you must submit.

(2) Studying abroad by public schools: Students studying abroad by public schools must submit and fill in a complete Registration Form for Passport Application of Students Studying Abroad by public schools.

Settle down:

Submit the residence permit certificate of the government authorities or embassies and consulates in China, or submit the invitation letter of relatives and friends agreeing to settle in the country and the certificate of relatives and friends settling in the country.

Employment:

(1) Personal employment application: Employment in destination country, employer or employer, employment certificate is required. The contents of the certificate include the name, job nature, salary and position, working period, etc.

(2) The overseas laborers handled by the labor service company shall submit a complete Application Form for Overseas Labor Service and a copy of the contract signed by the dispatching unit and the dispatched personnel.

(3) If a service agency with the right to operate overseas employment assists in overseas employment, it shall submit the employment contract signed by the applicant and the overseas employer confirmed by the agency.

Engage in commercial and other unofficial activities:

(1) Foreign invitation letters for unofficial activities such as business.

(2) A copy of the business license shall be submitted as proof of the letter of dispatch from the work unit or the letter of exemption from sending abroad by the legal person. If it is a cultural exchange, a certificate of consent issued by the Beijing Municipal Bureau of Culture or the Ministry of Culture is required.

Step 3: Submit the passport application for going abroad.

After you have prepared the above materials, please bring all originals and copies (B5 paper size) to the Exit-Entry Administration Office of Beijing Public Security Bureau to submit an application and answer relevant inquiries. You need to submit the following materials:

1, copy of the first page of the household registration book, my information page, and resident ID card.

2. Fill in the original application form.

3. Copies of relevant certification materials.

4. If you have an ordinary passport, submit the original photo for inspection.

In case of emergency, you can apply for expediting when submitting your application. Those who meet the following conditions can get their passports within 5 working days.

3. Public study abroad;

4. The entry permit or visa of the destination country will expire soon;

5. Need to go abroad for urgent business activities 15 days;

6. Studying abroad for less than one month.

After your application is accepted, you will get an "Application for Exit Certificate for Private Purposes". Please take the "receipt" and your ID card to the reception hall of the entry-exit administration office immediately to take a special photo of your passport. Please pay attention to your clothes and appearance.

Step 4: Get your passport.

After accepting the application, the exit-entry management office of the local public security bureau will review it. /kloc-you can get your passport after 0/4 working days or the date indicated on the receipt. When you get a passport, you should bring your household registration book, resident ID card and receipt. You can apply for a passport after paying the 200 yuan fee, and attach the exit registration card.

Passports that have not been collected after 3 months from the date of evidence collection indicated on the receipt will be destroyed by the entry-exit administration department.
