Relevant national policies

The western region includes 12 provinces, autonomous regions and municipalities directly under the central government, with an area of 5.45 million square kilometers, accounting for 56.8% of the country's land area, a population of 285 million, accounting for 23% of the country's total population, and 307 poverty-stricken counties, accounting for 50% of the country. Implementing the strategy of developing the western region is a huge systematic project and an arduous historical task. At present, the state is studying and formulating policies and measures to implement and promote the large-scale development of the western region, and it is expected that the overall strategy will be formally promulgated by the end of this year. According to a preliminary understanding, the main contents of the national strategy for developing the western region are to speed up infrastructure construction, develop science and technology and education, speed up personnel training, intensify reform and opening up, and promote the all-round development of economic and social undertakings in the western region. The central government plans to hold and implement the strategy of developing the western region in the near future, and has initially issued a series of policies and measures. Main policy measures:

(1) Investment policy. The state plans to speed up the construction of transportation, power grid, communication, radio and television, urban infrastructure and small town development, water conservancy and ecological environment protection in the western region, and tilt towards the western region in terms of capital construction allocation and the use of national debt funds in the state budget. This year, the State Economic and Trade Commission plans to implement debt-to-equity swaps, and the state has recommended more than 600 enterprises, of which the central and western regions account for 62%. It is preliminarily understood that 70% of the national capital construction investment is inclined to the western region, supporting the western region to improve infrastructure conditions. This year, the western region started 10 new key projects, accelerated the preliminary work of five infrastructure projects with good basic conditions and driving effect on the development of the western region, and arranged subsidy investment of 36,543.8 billion yuan for 78 key projects under construction.

During the Tenth Five-Year Plan period, the state will implement the "Spark Westward Plan" and promote a large number of practical technologies to the western region. It is planned to select 20-30 demonstration counties in the central and western regions, so that the western region can make full use of its own advantages and strive for obvious changes in industry, agriculture and rural economy in a short time.

On the basis of1600 million yuan allocated by the central government in the previous two years, the Ministry of Education will allocate another 800 million yuan this year to increase its support for education in poverty-stricken areas and ethnic minority areas in the west.

(2) fiscal and financial policies. The financial department will increase the financial transfer payment to the western region, and the financial department will cooperate to increase the support for infrastructure construction in the western region, take measures, timely expand the proportion of medium and long-term loans from western commercial banks, actively arrange matching loans, and increase loans for ecological construction, tourism development, tertiary industry and small town construction in the western region. Policy banks such as China Development Bank are allowed to issue special financial bonds to raise loans for infrastructure construction in western China. In the future, China Development Bank will grant more than 30 billion yuan in loans to Xinjiang, and try to provide various support and services for Xinjiang by providing technical assistance funds and participating in planning and development. Nanning Branch of Development Bank, the first loan of 654.38+625 million yuan this year has been put in place. These loans mainly support the construction of transportation infrastructure, water conservancy infrastructure and urban infrastructure, with the focus on enhancing Guangxi's position as a southwest sea passage.

The state has increased its policy support for the securities market in the western region, and the resources of the securities market have further tilted to the west, supporting qualified enterprises to list in the western region, increasing the issuance scale of local corporate bonds in the western region, and trying to set up a western industrial investment fund. Encourage domestic securities companies to develop business in the western region and introduce domestic listed companies, investment institutions and overseas investors.

With the approval of China Securities Regulatory Commission, Tibet Securities Brokerage Co., Ltd., which was established solely by Tibet Trust and Investment Corporation, was officially listed for business in Lhasa on June 8. This is the first company established in Tibet to engage in professional securities business. The establishment of Tibet Securities Brokerage Co., Ltd. has successfully realized the "separate operation, separate establishment and classified management" of trust industry and securities industry in Tibet.

(3) Foreign investment policy. The state will adopt a series of preferential policies to encourage foreign investors to invest in the central and western regions. In terms of indirect utilization of foreign capital, the state has expanded its investment in the industrial field in the western region and encouraged foreign capital and medium-and long-term credit banks to participate in the development and construction of the western region. Select industries and projects with advantages in the western region and formulate a special guidance catalogue for foreign-invested industries. The projects in this catalogue enjoy the preferential policies for encouraged projects in the Catalogue for the Guidance of Foreign Investment Industries.

1. The catalogue of advantageous industries and advantageous projects for utilizing foreign capital formulated by provinces, autonomous regions and municipalities directly under the Central Government in the central and western regions shall be implemented after being approved by the state. Catalogue projects can enjoy the policy of encouraged projects in the Catalogue for Industrial Guidance of Foreign Investment, and imported self-use equipment and its supporting technologies, accessories and spare parts that cannot be produced in China or whose performance cannot meet the needs are exempted from import duties and import link taxes according to regulations.

2. Relax the conditions for attracting foreign investment and setting up foreign-invested enterprises in the central and western regions, and relax the restrictions on the ratio of foreign shares in setting up foreign-invested enterprises in the central and western regions. State-owned open areas and pilot projects that are allowed to be piloted should, in principle, be carried out simultaneously in the eastern, central and western regions.

3. For foreign-invested enterprises encouraged by the state located in the central and western regions, enterprise income tax can be levied at a reduced rate of 15% within three years after the expiration of the current preferential tax policies.

4. Foreign-invested enterprises can enjoy the treatment of foreign-invested enterprises if they reinvest in projects in the central and western regions, where the proportion of foreign capital reaches more than 25%.

5. Foreign-invested enterprises in coastal areas are allowed to contract foreign-invested and domestic-funded enterprises in the central and western regions.

6. Central and western regions, autonomous regions and municipalities directly under the Central Government are allowed to choose an established development zone in their provincial capitals or cities to bid for national economic and technological development zones.

7. The state gives priority to a number of agricultural, water conservancy, transportation, energy, raw materials and environmental protection projects in the central and western regions to attract foreign investment, and increases the support of project matching funds and related measures. Encourage third-line military-to-civilian enterprises and large state-owned enterprises to use foreign capital for technological transformation.

A few days ago, the World Trade Bank has made it clear that in the next three years, the World Bank will allocate at least $654.38+0 billion from the planned loan amount of about $5-7 billion for the construction of transportation, environment, water conservancy and infrastructure projects in western China, in order to cooperate with the implementation of the western development strategy of the China government.

(4) The measures taken by the state in structural adjustment will be concentrated in the western region. The general manager of the whole country recommended more than 600 enterprises to implement debt-to-equity swap, of which the western region accounted for 62%; In writing off the policy of staying in provision for doubtful debts, it is also inclined to the western region to help the difficult enterprises in the west enhance their development capabilities; In terms of technological transformation policies, we will vigorously help the dominant enterprises in the western region to accelerate their development by increasing investment in technological transformation. For example, the state will give key support to the development of potassium salt in Qinghai and oil and gas resources in Xinjiang.

The initial plan is to invest 250 million yuan to organize interdisciplinary research and development of major projects linked to the western development plan. Sichuan financial institutions will increase loans by 65 billion yuan this year, focusing on supporting the implementation of the large-scale development of the western region. China Construction Bank provided a credit line of 2.85 billion yuan to Northwest Petroleum Bureau of China Xinxing Petroleum Co., Ltd., and China Petrochemical invested 2,654.38+0.3 million yuan in Guizhou (discounted for 3 years) to accelerate the sales of refined oil products in Guizhou.

All-China Women's Federation initiated the action of building a beautiful home in the west. This year, the state will allocate special funds to support the development of science and technology in the western region and develop emerging industries and ecological industries with resource advantages in the western region. In the western region where high-tech zones are relatively concentrated, with a good industrial base and strong technical and economic strength, we will vigorously develop high-tech industries such as agricultural information networks, e-commerce, solar energy and wind energy, new materials and biomedicine, actively promote the establishment and formation of high-tech industrial zones, and cultivate a number of new high-tech enterprises. Combined with the characteristics of more "third-line" military enterprises in the west, we will build military scientific research and production bases and develop dual-use technologies and related industries. Using advanced housing technology, we will monitor and warn the ecological environment of key areas in the west, establish a basic database, and develop and popularize ecological management technologies suitable for different ecological environments in the central and western regions. We will carry out research on cross-regional optimal allocation of water resources in the central and western regions and demonstration projects of water-saving agricultural technologies. Measures will also be taken to implement the talent resources development plan in the western region, and the talent development plan will be formulated around the strategic deployment of the western development and according to the infrastructure construction of energy, transportation, communication, water conservancy and other ecological environment construction determined by the state. Organize the training of scientific and technological backbones of ethnic minorities, and organize overseas students to conduct research, make suggestions and discuss projects around the development of the western region. Formulate a policy of introducing talents to guide scientific and technological personnel from the eastern region to participate in the construction of the western region in various forms. In terms of personnel training, we will focus on helping the western region to train operators, so that they can gradually catch up with the eastern region in concept and ability, and lay a good foundation for enterprise revitalization and economic development. In education, this year, the state will focus on supporting poor areas in the west to improve school conditions and expand enrollment.
