If you don't go through this procedure, no one will take care of it, and your resident ID card is still valid. The hukou still exists, but every time you return to China, you must register with the police station in your jurisdiction within 24 hours after your arrival. Just don't let the people in the police station recognize that they are residents of the jurisdiction, otherwise they will rush to cancel their accounts.
