How to evaluate UNHCR's current refugee response measures?

Elaborate five propositions on global refugee governance and UNHCR's work:

First, actively respond to the challenges brought by the epidemic to refugees. As a special vulnerable group, refugees should receive special care in the epidemic. Countries should actively implement the resolutions of the General Assembly, improve the speed of emergency response to health emergencies, improve the public health governance system, and strive to include refugees in national health systems and epidemic response plans. Humanitarian relief agencies such as UNHCR should strengthen cooperation with WHO and make emergency preparedness and response according to the development of the epidemic, especially the possible rebound in autumn and winter.

Secondly, we must adhere to the multilateral framework to deal with the refugee problem. Only when the destinies of all countries are linked and United and cooperated can the epidemic be defeated. Give full play to the main channel role of multilateral institutions such as the United Nations and UNHCR, conscientiously implement the Global Refugee Compact and the results of the first Global Refugee Forum, and improve the international refugee protection system.

Third, we should devote ourselves to solving the root causes. All countries should actively respond to the global ceasefire initiative of the UN Secretary-General, abide by the UN Charter, persist in peaceful settlement of disputes, promote post-war national reconstruction and development, and achieve lasting peace. Efforts should be made to solve the problems of poverty and uneven development and create favorable conditions for refugees to return home voluntarily, safely and sustainably.

Fourth, we should adhere to the principles of objectivity and neutrality in dealing with refugee affairs. Countries and UNHCR should maintain the credibility of the international refugee protection system, put an end to granting refugees to criminals and terrorists, and prevent the refugee protection mechanism from becoming a tool to interfere in internal affairs.

Fifthly, the capacity of developing countries to meet the challenges of refugees must be improved. UNHCR should take effective measures to improve the representation of staff from developing countries, especially Asia-Pacific countries, and realize the geographical balance of staff at an early date. Developed countries should earnestly fulfill their aid commitments, increase humanitarian assistance to refugees and help alleviate the pressure on developing countries.

China attaches great importance to international cooperation on refugee issues. During the epidemic, China informed the UNHCR representative office in China of the epidemic information in time, and is actively discussing with UNHCR to support the anti-epidemic work of African countries under the framework of South-South cooperation assistance fund. China will continue to carry out humanitarian cooperation with UNHCR in various ways in the future, and continue to support UNHCR to make greater contributions to improving global refugee governance.
