Working in Hong Kong does not mean that you can become a Hong Kong resident. Staying in Hong Kong with a Hong Kong work visa cannot automatically become a Hong Kong resident.
You must come to Hong Kong with a domestic one-way permit or immigrate to Hong Kong with a foreign passport to become a Hong Kong resident. It's what you call a Hong Kong hukou.
