Is it good for China that China's rich emigrate?

It doesn't seem right. The situation of reform is really bad now, and we can't push it forward any more. Now, 20% of vested interests hold more than 80% of state-owned assets. The reason why they don't want to leave China with such high wealth is because they still have a head in China (money is better) and everything is fine here. If the reform breaks their financial path, they will not keep their word and will emigrate (take all their property). Then the assets of decades of reform and opening up will be gone (China will return to the poverty level when the People's Republic of China was founded), and the sharp increase of the unemployed population will inevitably lead to unrest (if it had been done at the beginning, this decade would have been almost the same), so it is very difficult for those who have no courage to continue reform.
