Zhang Zeliang

Male, Han nationality, 1933, born in Shanghai, Ningbo, Zhejiang Province on September 20th. 1957 graduated from the navigation department of Dalian Maritime University.

He has served as a teaching assistant, lecturer, associate professor and professor of Dalian Maritime College and Shanghai Maritime College. 1983, 12 to 1994, vice president of Shanghai Maritime College. 1984- 1988 was elected as a member of the Executive Committee of the International Association of Maritime Teachers for eight consecutive times. Participated in international academic conferences in Sweden, Finland, Norway, Canada, the United States, Singapore, France, Japan and other countries 10 times, and presided over the conferences twice. 1992 and 1994 attended and presided over the "Seminar on Direct Navigation across the Taiwan Strait" in Xiamen and Taipei respectively. In addition to the above countries and regions, I also visited more than 20 maritime colleges and universities such as Egypt, Poland and Denmark. He has served as the chairman of the Senior Job Evaluation Committee of Maritime Teachers of the Ministry of Communications, the vice chairman of the Maritime Education Research Association of the Ministry of Communications, and concurrently as a lawyer of Shanghai Xianghai Law Firm. Specializing in maritime analysis and technical appraisal of ship collision, he is an early scholar who studies maritime accidents in China. He has published more than ten papers, such as "Analysis of Ship Stranding and Swaying Accidents and Exploration of Preventive Ways" and "Technical Appraisal of Ship Collision Cases". Co-edited with the college textbook Navigation. As a maritime lawyer, he presided over more than a dozen collision cases between Xiang Yanghong 16 and Cyprus Silver Horn, which belongs to the East China Sea Branch of the State Oceanic Administration.
