You can't apply for an international driver's license in China.

China has not acceded to the United Nations Convention on Roads, so the international driver's license cannot be used in China, and there is no institution in China that can issue international driver's licenses.

An international driver's license is a translation document that proves that you are qualified for a foreign driver's license.
